Leaflets were distributed in Khabarovsk by activists of the local branch of the "Young Guard of United Russia" during the festival of Indian culture in the summer of 2008. The text of both leaflets and certificates, still available on the MGER website, contains many insulting statements about the Society for Krishna Consciousness, called "an example of an anti-human organization" and accused of financial fraud, murder, drug trafficking and weapons and other crimes.

On the fact of distribution of leaflets in November 2008, a criminal case was opened under Part 1 of Article 282 (incitement of hatred or enmity, as well as humiliation of human dignity) of the Criminal Code of the Russian Federation.

On March 26, 2009, came into force the decision of the Central Court of Khabarovsk to recognize this leaflet as extremist material . We do not know whether the court's decision applied only to the text of the leaflet or also to Kuzmin's "Information note".
