On May 22, 2009, the Ivanovo Regional Court considered the case on the application of the American missionary Chris Willeck (Willeck Neal) to invalidate the decision on the undesirability of his stay in Russia. The Federal Migration Service and the Federal Security Service did not provide evidence that K. Willek violated Russian law, the court refused to satisfy his demand to recognize the actions of the Federal Security Service as illegal.
The representative of the FSB in the Ivanovo region did not explain how K. Willek violated the legislation of the Russian Federation. In his written response to the missionary's statement, he said that his "stay on the territory of Russia poses a possible threat to the security of the Russian Federation," and "the court has no right to interfere" with the powers and decisions of the FSB.
