June 2009. Monthly results

During June 2009, according to our data, at least 27 people suffered from racist and neo-Nazi attacks, four of whom died (in June 2008, 1 person was killed and 20 people were injured of varying severity). In total, since the beginning of 2009, at least 36 people have died from such attacks, at least 147 have received various injuries (during the period of January-June 2008, at least 333 people were injured, 67 of whom died).

In June, Nazi skinhead attacks and other incidents were recorded in Moscow, St. Petersburg, Vladivostok, Lipetsk, Maykop and the Stavropol Territory. In total, since the beginning of the year, violent racist incidents have occurred in 25 regions of Russia.

The series of attacks in Vladivostok in the first ten days of June is of the greatest concern. All these attacks were carried out according to the same scheme (and possibly by the same group) against people with a pronounced non-Slavic (Asian) appearance. As a result of these crimes, at least 6 people were injured, one of whom, a Vietnamese citizen, died.

The greatest resonance was caused by a racist raid in the Stavropol Territory on June 3, where a group of nationalist-minded young people beat several people while shouting nationalist slogans.

The activity of the vandals in June was associated primarily with the activities of the Russian Obraz group, which managed to organize an action to apply anti-abortion inscriptions in 10 cities of Russia (in at least two cases the inscriptions were racist). This is the first all-Russian action of the "Russian Image" known to us.

In total, since the beginning of the year, we have recorded at least 41 acts of ideologically and racistly motivated vandalism. Moreover, for the first time in many years, the leadership belongs to actions to desecrate monuments of the Great Patriotic War, organized actions to apply neo-Nazi graffiti, etc. - i.e. so-called "ideological" vandalism - at least 18 incidents since the beginning of the year. In second place are Jewish objects - at least 10 incidents. On the third - Orthodox - at least 7 incidents in which we can speak with a high degree of confidence about the motive of hatred.

In June, the Federal List of Extremist Materials was replenished twice (June 9 and 25) - it included paragraphs. 375-386. The quality of the list is still extremely poor. Of the 11 positions included in it in June, at least two are repetitions of materials already on the list, and four are leaflets.

In June it became known about another cancellation of the court decision on recognizing the materials as extremist - in April, the followers of "Falun Dafa" managed to win the court. However, these materials have not yet been excluded from the list.

In June, at least 8 guilty verdicts against 24 people were handed down for violent crimes, in which the court took into account the motive of hatred - two each in Moscow and Novosibirsk, one each in Barnaul, Belgorod, Kostroma and Krasnoyarsk. In another case, the guilty verdict for the murder of a native of Tajikistan in Yaroslavl, issued on June 11, 2009, the qualification of the crime is unknown.

In total, since the beginning of the year, 20 trials related to violent racist crimes have ended with convictions. 54 people were convicted in them (including 8 received suspended sentences, and one was sent for compulsory psychiatric treatment).

For xenophobic propaganda in June, four sentences were passed against 7 people, three of whom received suspended sentences without additional sanctions. These trials ended in Kemerovo, Murmansk, Omsk and Orenburg. In addition, in Moscow, on charges of incitement to extremist activity (Article 280 of the Criminal Code), Yury Mukhin, editor-in-chief of the Duel newspaper, was sentenced to two years' imprisonment on probation.

In total, since the beginning of the year for xenophobic propaganda under Art. 282 of the Criminal Code (inciting hatred), 17 convictions were issued against 24 people (12 of them were sentenced on probation and without additional sanctions); under Art. 280 (public calls for extremist activity) - 2 (both - conditionally).
