The second congress of the DPNI was held in Moscow

On July 11, 2009, the II Congress of the Movement Against Illegal Immigration (DPNI) took place in Moscow. As announced in the announcements, it was planned to elect a new composition of the National Council of the organization at the congress, as well as to amend the Charter and Program of the DPNI.

Even during the preparation of the congress, it was announced that "all coordinators of DPNI centers" would have the right to vote at the congress (recall, "center" in the terminology of the organization is a primary structure that includes at least 3 people, and not necessarily formal members) outside whether they come to the convention or not. To participate in the congress, it was only necessary to indicate the existence of a "hearth". As a result, 34 delegates attended the congress in person and 12 more registered in absentia - i.e. Only 46 "centers" have confirmed their existence, despite the fact that the organization formally declares its existence in 66 (!) regions of Russia (moreover, it was assumed that in some regions there are more than one "center" each).

It should be noted that this approach in itself was a violation of the Charter of the organization, which provides that only large (at least 36 people in subordination) departments have the right to vote and indirectly confirms a sharp reduction in the number of the organization compared to the period of the first congress (June 12, 2008 ) .

11 candidates were proposed to the National Council, 8 were elected, and compared to the previous composition of 10 people, the National Assembly has changed somewhat. From the first composition, only 5 people entered it: Vladimir Basmanov (Potkin) (Moscow), Vladimir Ermolaev (Moscow Region), Semyon Pikhtelev (Petersburg), Vladimir Tor (Vladlen Kralin) (Moscow), Anton Susov (Tver). "Newbies" in the leadership of the DPNI were Oleg Ivanov, who replaced the former representative of the DPNI-Nizhny Novgorod Vladimir Falin, Denis Tyukin (Kirov region), Oleg Arkhipov (Volgograd) on the board. Nikolai Kolesov (Ryazan), Igor Moskvin (Chelyabinsk) and who is on trial under Art. 282 of the Criminal Code Sofia Budnikova (DPNI-Kursk),.

The Court of Honor included Sergey Stashevsky, Pyotr Lunin, Fedor Sapozhnikov, Vadim Yamaev, Anton Severny (all from Moscow).

The explicitly Nazi clause on "forced sterilization (deprivation of the ability to bear children) of persons suffering from incurable diseases that prevent them from giving birth to and raising physically and mentally healthy children" was excluded from the party program, and clauses were added demanding exclusion from the Criminal Code of the Russian Federation, Art. 282 and the "cessation of harassment" of representatives of civil society by the Department of the Ministry of Internal Affairs for Combating Extremism.

It is not known exactly what changes were made to the Charter of the DPNI.

In addition to the formal changes that took place at the congress, we note two things.

Firstly, despite the formal resignation of Alexander Belov from the leading positions of the DPNI, he clearly continues to be considered by the members of the organization as a real leader who simply waits out the period of restrictions associated with criminal prosecution.

Secondly, A. Belov's call to the members of the movement "to make the image of the DPNI less dangerous in the eyes of the public" was widely disseminated. In this regard, it is worth recalling that declarations about the transition to "respectable nationalism of the European type" were already made at the first congress of the organization.

Representatives of the Russian Public Movement (ROD) represented by Natalia Kholmogorova, NPF "Pamyat" represented by Georgy Borovikov, as well as representatives of the National Bolshevik Party (note that the revival of cooperation between the NBP and DPNI is becoming more and more obvious) attended the congress as guests.

On July 16, the National Council of the DPNI of the II convocation elected a new chairman of the National Assembly of the DPNI. They became Vladimir Ermolaev. At the same time, Vladimir Basmanov was elected head of the Central Board of the DPNI.
