In Sochi, an officer insulted local residents

On July 11, 2009, in the center of the village of Golovinka in the Lazarevsky district of Sochi, near a store owned by Sochi residents Nurieta and Zarema Achmizov, Lieutenant Colonel of one of the military units of Moscow, Roman Nistratov, scattered the goods received by the store, freeing up space for parking his car.

He accompanied his actions with foul language addressed to the store owners. To the question of N.Achmizova "what do you allow yourself?" R. Nistratov answered "what I want, I do! You are no match for me", "there is no place for blacks" . The lieutenant colonel also noted that he was an FSB officer.

"According to the content of his insults, they humiliated my honor and dignity as a woman, mother and, what is most offensive, as representatives of a small people ," N. Achmizova said.

The women called Interior Ministry officer Rustam Kobzh, who arrived at the scene and called the local policeman Vladimir Zhidkomlinov, who was serving this section of the village. In addition, Kobzh called the duty unit of the Lazarevsky District Department of Internal Affairs in Sochi. The district police officer, according to the applicants, arrived about 20-30 minutes after the call. Nobody was detained.

On July 15, 2009, Nuriet and Zarema Achmizov appealed to the military prosecutor of the Sochi garrison with a demand to punish the officer who insulted them. The women said that he humiliated the national dignity of "local residents of the village of Golovinka and representatives of the small people of Sochi - the Shapsugs (Circassians)" . According to the applicants, the actions committed by Nistratov fall under Art. 282 part 1 of the Criminal Code of the Russian Federation (inciting hatred or enmity, as well as humiliation of human dignity). In addition, they ask to be notified of the measures taken within the time limits established by law.

The officer filed a counterclaim. What he accuses women of is unknown. This case is under investigation.
