October 2009. Monthly results

During October 2009, at least 12 people were injured in racist and neo-Nazi attacks, according to our records, one of whom died. In addition to Moscow, incidents occurred in the Kirov and Sverdlovsk regions. In October 2008, 7 people were killed and at least 20 were injured.

In total, since the beginning of 2009, at least 50 people have died from racist and neo-Nazi-motivated attacks in 36 regions of Russia, at least 280 have received various injuries (note that Nazi skinheads were not necessarily involved in racist attacks - there were also cases of domestic xenophobic violence). During the same period in 2008, 99 people died and at least 399 were injured.

In October, at least five acts of vandalism were recorded in four Russian regions. In total, since the beginning of 2009, we have recorded at least 83 acts of ideologically and racist motivated vandalism, including at least 9 arsons.

In particular, out of the recorded incidents, 34 episodes of actions of "ideological" vandalism (desecration of monuments of the Great Patriotic War, organized actions to apply neo-Nazi graffiti, etc.) account for 34 episodes, Jewish objects - 20 episodes, Orthodox - 13 episodes, Muslim - 6 episodes , Armenian - 4 episodes, Protestant - 4 episodes, one episode each for Catholic buildings and buildings belonging to new religious groups).

In October, the Federal List of Extremist Materials was replenished three times (October 5, 28 and 30) - it included paragraphs. 432-449 Thus, as of November 1, the Federal List consists of 449 items, of which 15 items were included in the list twice, another one three times, and decisions on recognizing six more materials as extremist were canceled by various courts.

In October, at least four convictions were handed down for violent crimes, in which the hate motive was taken into account: two in Moscow, one each in the Moscow Region and Orenburg. In total, 15 people were convicted in these processes, two of whom were released from punishment (the parties reconciled in court). In total, since the beginning of the year, a historical maximum has been reached in terms of the number of convictions: they ended in 38 trials related to violent racist crimes. They convicted 117 people (including 27 people who were sentenced on probation without additional sanctions or released from punishment on various grounds).

The previous maximum was 35 hate convictions in all of 2008.

Three guilty verdicts were handed down in September against four people for xenophobic propaganda (in Nizhny Novgorod, Omsk and St. Petersburg).

In total, since the beginning of the year for xenophobic propaganda under Art. 282 of the Criminal Code (inciting hatred), 32 convictions were issued against 44 people (20 of them were sentenced on probation and without additional sanctions).

In the field of illegal application of anti-extremist legislation, the main and mass phenomenon is the persecution of Jehovah's Witnesses in various Russian regions.
