On November 13, 2009, the Investigation Department for Veliky Novgorod of the Investigative Committee of the RF Investigative Committee for the Novgorod Region completed the investigation of a criminal case on charges of three young people in an attack on a citizen of Uzbekistan in April 2008. The case with the approved indictment was sent to the court for consideration on the merits.
19-year-old Sergei Lomaev, 18-year-old Ruslan Bashkov and a 16-year-old young man are charged under paragraph "a" part 3 of Art. 111 of the Criminal Code of the Russian Federation (deliberate infliction of grievous bodily harm, committed out of hooligan motives, motivated by racial and national hatred and enmity, by a group of persons by prior agreement), Part 2 of Art. 213 of the Criminal Code of the Russian Federation (hooliganism committed with the use of an object used as a weapon, motivated by racial and national hatred and enmity, by a group of persons by prior agreement).
