Results of December and preliminary results of 2009

In December 2009, the SOVA Center recorded at least 4 dead and 6 injured as a result of racist and neo-Nazi violence. In addition to Moscow and St. Petersburg, in December, the attack took place in Petrozavodsk (in December 2008, at least 4 people were killed and at least 34 people were injured).

In total, since the beginning of the year, according to our data, as a result of attacks motivated by hatred (mainly by Nazi skinheads), at least 60 people were killed and at least 306 people were injured (in 2008, at least 110 people died and at least 110 were injured). less than 486 people).

In December 2009, we recorded at least 11 organized graffiti and sticker actions by ultra-right groups. In addition, one Jewish and one Orthodox object was damaged by vandals in December (in the latter case, the radicals planted an explosive device in the church).

In total, since the beginning of the year, we have recorded at least 114 acts of vandalism committed, according to our estimates, motivated by hatred or neo-Nazi beliefs. Among them, 57 are acts of ideological vandalism (desecration of memorials to those who died during the Great Patriotic War, organized graffiti actions, etc.), 22 attacks on Jewish objects, 15 on Orthodox, 7 on Muslim, 4 on Armenian , objects of Protestants of various denominations and buildings of representatives of new religious organizations (NRO), 1 - for a Catholic object. These attacks include at least 12 explosions and arson attacks that hit Jewish, Orthodox, Protestant and NRO-owned facilities in 2009.

Separately, we consider attacks on state bodies and the so-called "unaddressed" terror, aimed not at specific objects of hatred, but at causing maximum damage for the purpose of intimidation.

In December 2009, we recorded two such cases - in St. Petersburg, an attempt was made to set fire to an apartment in which citizens of Tajikistan lived, and in Moscow, an attempt was made to set fire to the premises of the FSB in the South-Eastern Administrative District.

In total, since the beginning of the year, we have recorded at least 20 explosions, arson, imitations of explosive devices, etc., which, with a high degree of probability, can be assessed as the activity of right-wing radicals. During the year, the neo-Nazis themselves claimed responsibility for at least 40 such crimes, but the veracity of such declarations, as well as the facts of the commission of crimes, are often very doubtful.

In December, there were at least 4 convictions for murders and attacks committed with racist and neo-Nazi motives, in which the hate motive was recognized by the courts (in Novosibirsk, Chelyabinsk, St. Petersburg and the Vladimir region). 12 people were convicted in them, incl. 6 - conditionally.

In total, in 2009, at least 45 sentences were handed down for such crimes, in which the hate motive was recognized by the courts. These sentences were handed down in 25 regions of Russia. As a result, at least 137 people were convicted (33 of whom received suspended sentences or were released from punishment for various reasons). In 2008, there were 35 such sentences , 118 people were convicted in them (including 31 - conditionally).

For xenophobic propaganda in December 2009 (inciting national hatred) at least 5 sentences were passed against 5 people (in Moscow, Kursk, Vladivostok, Chita and Chelyabinsk). 3 of the convicts received suspended sentences without additional sanctions.

In 2008, were handed down for xenophobic propaganda. 44 sentences against 60 people

In 2009, in five regions of Russia (Moscow, Ivanovo, Moscow, Sverdlovsk regions and the Krasnoyarsk Territory) was sentenced for vandalism, motivated by hatred. Over the past year, at least 10 convictions were handed down for public incitement to extremist activity (including in three convictions these charges were charged along with inciting ethnic hatred). Roskomnadzor issued 28 "anti-extremist" media warnings in 2009 (the same number as in 2008 ). Of these, we consider at least 11 warnings unlawful (in 2008 there were 6 such warnings).
