In December 2009, the Regional Department of Education, Culture and Youth Policy of the Belgorod Region issued an order to begin an experiment called “Regional model for the implementation of spiritual and moral education of children in the preschool education system.”
The order appeared as a measure to implement the decision of the regional coordinating council for the development of innovative infrastructure in the field of education of the Department of Education, Culture and Youth Policy of the Belgorod Region dated November 2009.
The stated goal of the experiment is the creation of a “multi-level successive system of spiritual and moral education of the younger generation in the Belgorod region.”
Two non-state preschool educational institutions "Orthodox kindergarten "Rozhdestvensky" and "Orthodox kindergarten "Pokrovsky" have been identified as experimental sites. In addition, the experiment included a municipal kindergarten of a “general developmental type with priority implementation of Orthodox spiritual and moral development “Sretensky”, kindergartens of a general developmental type, child development centers and one of the primary schools. The order stipulates the participation in the experiment of municipal kindergartens “for agreement with local government education authorities with the consent of parents."
The start date for the experiment was set as January 1, 2010. The end date is not specified.
The experiment will be coordinated by the head of the department of education and additional education of the department of general and preschool education of the Department of Education, Culture and Youth Policy of the Belgorod Region.
The order instructs municipal education authorities to “create conditions for the implementation of the regional experiment program, provide a reporting system and presentation of developments based on the results of research activities.”
