At the end of May 2010, it became known that Roskomnadzor issued a warning about the inadmissibility of extremist activities of the editorial office of the Pskovskaya Guberniya newspaper for the publication of Igor Borisov's article "On the Peculiarities of National Terror" in No. 12 for 2010.
The article is devoted to terrorist acts in the Moscow metro. The author discusses the causes of terrorism, who could benefit from these explosions, and draws the following conclusion: "For me, as an involuntary consumer of the services of this criminal state, it is not so important whether the regime itself organizes these terrorist attacks or it allows it at the right time. , or he is simply helpless to change the situation - in any case, to continue to support this entire expensive structure with his own money, giving her the last crumbs, is completely pointless and absolutely dangerous .
The author does not justify the terrorists, does not call for anything, does not claim that the authorities really organized a terrorist act.
In our opinion, the unspecified definition of "criminal" in relation to power in this text is an evaluative epithet that does not fall under either anti-extremist or any other legislation. The assumption that the attacks could have been organized by the authorities is presented precisely as an assumption designed to reinforce the author's main idea - that the state is not coping with its duties. In our opinion, the assertion of the senselessness and danger of supporting the actions of the state is not extremism.
