On June 15, 2010, the Plenum of the Supreme Court of the Russian Federation adopted a resolution "On the practice of application by the courts of the law of the Russian Federation" On the mass media ".
The full text of the resolution is not yet available to us, but in particular, it refers to the responsibility of online media for readers' comments.
The courts will treat officially registered Internet media in the same way as radio and television, which are not responsible for the statements of media characters made on the air.
Internet media will be held responsible for readers' comments only if they do not agree with the requirement of Roskomnadzor to remove or edit this or that comment that violates the law. If Roskomnadzor did not pay attention to the comment, then the media cannot be judged for it.
Vasily Nechaev, deputy chairman of the RF Armed Forces, said that unregistered Internet media (by which he means, for example, blogs) will not be regulated by the Mass Media Law.
