*We are publishing Instructions developed by employees of the Russian National Library for working with publications included in the Federal List of Extremist Materials , recommended to libraries as a methodological model by the Russian Library Association (RBA). Although the RBA is not a government body, but a public organization, we considered it necessary to publish this document, since it is an example of an attempt to resolve the problems faced by Russian libraries after the Federal Law “On Combating Extremist Activities”, related to the existence of the List, came into effect. . It is quite obvious that the contradictions and lacunae in the legislation will not be resolved in the near future, meanwhile, repressive practices against libraries, if not expanding, do not disappear at all.

**INSTRUCTIONS
about working with publications included in
"Federal list of extremist materials"**
[Approved by the Order of the General Director of the Federal State Budgetary Institution "Russian National Library" V.N. Zaitsev No. 109 dated March 29, 2010]
1. General Provisions
This instruction regulates the procedure for identifying, storing and using (distributing to readers) by employees of the National Library of Russia publications included in the “Federal List of Extremist Materials” published on the official website of the Ministry of Justice of the Russian Federation. (http://www. minjust.ru/ru/activity/nko/fedspisok/) (hereinafter referred to as the federal list), in accordance with Art. 13 of the Federal Law of the Russian Federation “On Combating Extremist Activities” dated July 25, 2002 No. 114, as amended. 04/29/2008
2. Identification and storage of publications
In order to eliminate the possibility of mass distribution of extremist materials, the following work is being carried out:
2.1. The Acquisitions Department (AC) sends publications included in the federal list to the funds as a separate document;
2.2. The sector of publications marked “For official use” (DSP) of the Department of Funds and Services (OFO) monitors the updating of the federal list and informs by e-mail the departments responsible for the implementation of this instruction; identifies publications included in the federal list in the departments (funds) of the National Library of Russia, informs the departments (funds) about the presence of publications included in the federal list and the procedure for working with them. Identification of publications included in the federal list in the departments (funds) of the National Library of Russia is carried out by the DSP sector as the federal list is replenished.
2.3. Publications included in the federal list, for which a separate bibliographic record is not formed (individual issues of newspapers, leaflets, posters, etc.), are identified by departments (funds) at the place of storage.
2.4. Publications from the fixed assets included in the federal list remain at their previous storage location. These publications are excluded from auxiliary funds (Appendix No. 1) and are not subject to any types of copying and transfer to exhibitions, interlibrary loan (ILA), international interlibrary loan (IML) and electronic document delivery (EDD).
2.5. On publications included in the federal list, departments (foundations) that own these publications affix a special identification mark (“exclamation mark in a circle”), meaning that access to the publication is limited. The corresponding marks are made by departments (funds) in the topographic catalogue.
3. User service
3.1. Upon receipt of a reader's request for a publication included in the federal list, the reader is sent an invitation to the reading room of the chipboard sector, where the publication is issued to the reader.
If a publication included in the federal list is stored in departments (funds) that have their own specialized reading rooms, it is issued directly in these rooms.
3.2. Before issuing the publication, the reader is warned about the special nature of its use, since the publication is included in the federal list and is subject to the restrictions specified in clause 2.4. of this instruction.
3.3. The reader fills out an application in the form (Appendix No. 2) and then receives the ordered publications. Applications from readers and fulfilled requirements for publications included in the federal list are stored in the “DSP” sector or in the reading room where such a publication was issued.
3.4. After handing over the publication, the person on duty at the DSP reading room or specialized reading room returns it to its storage location.
4. Control
Control over the implementation of this instruction is assigned to the Library administration in the person of the Deputy General Director of the Russian National Library for Library Work and Automation.
5. Responsibility
The heads of the following departments are responsible for the implementation of this instruction:
**Heads of departments - fund holders;
Head of the sector of publications marked “For official use” of the department of funds and services;
Head of Acquisition Department;
Head of the Department of Interlibrary Loan and Electronic Document Delivery;
Head of External Services Department.**
