
More than a month has passed since the chairman of the board of Moskonsprom OJSC Valery Morozov accused officials of the Presidential Office (UDP) of bribery and corruption, however, there is still no information from the law enforcement on what form the case is, whether it exists at all whether or in a quiet way is closed.
Recall that at first, in an interview with the English The Sunday Times and Novaya Gazeta, Morozov said that for several years he paid kickbacks to a senior UDP official, which demanded 12% of a contract of 1.5 billion rubles in the reconstruction of the Primorsky corps “Sochi” (a government delegation will live in it during the Olympics). In the comments, Valery Morozov specified the name of the official in Russian radio stations: he, according to him, was the deputy head of the ODP capital construction department Vladimir Leshchevsky. Later, in an interview with Novaya Gazeta (No. 59 of June 4), Valery Morozov described the details and background of this conflict. According to him, it became known that in relation to Vladimir Leshchevsky, an official investigative experiment was conducted, in which, under the recording and under the supervision of operatives, the businessman handed the official the last part of the bribe. However, the operatives did not detain an UDP employee, allegedly referring to the lack of an order. Together with the official, 15 million rubles also disappeared, which Morozov allocated to conduct an experiment from his own pocket. Later, the businessman managed to transfer the complaint against Vladimir Leshchevsky and operatives to President Dmitry Medvedev, who instructed the audit of the General Prosecutor's Office. The supervisor partially recognized the validity of the complaint and sent the materials to the Investigative Committee, which was supposed to resolve the issue of refusing or initiating a criminal case. And since then - silence.
All this time, we continued our investigation and found new curious details of how key Sochi facilities are being built and where budget billions go.
Moskonsprom was the general contractor for the reconstruction of the Primorsky Corps Sanatorium "Sochi". In 2006, the company entered into a state contract with the management of the President in the amount of 1.5 billion rubles. One of the points of the contract provided for its subsequent indexation taking into account inflation.
By 2009, 1.5 billion were mastered, and Moskonsprom applied to the Federal State Unitary Enterprise “Directorate for the Construction and Reconstruction of Federal authorities”, which acted as a customer, with a request for an indexation and allocation of additional financing. However, by that time, the conflict of Morozov with Vladimir Leshchevsky reached his maximum, and UDP decided not to index the current state contract, but to carry out a new tender to carry out contracting work upon completion of the reconstruction. The chairman of the board of Moskonsprom suggested: this was done in order to withdraw them from the facility and deprive them of financing. Morozov recalls: he specifically asked the manager of President Vladimir Kozhin, does the new tender mean that the UDP stops his cooperation with the company? To which I received an answer: no, the tender is a formality, you will remain at the facility.
As a result, Moskonsprom was not admitted to the competition. According to the company, they specially issued a documentation different from other participants in the tender, which is why the application was recognized as insolvent.
The competition was won by the Federal State Unitary Enterprise “Construction Association of the UDP of the Russian Federation”, with which a contract was concluded for approximately 2 billion rubles, which by more than 800 million exceeded the amount that Moskonsprom wanted to receive, taking into account the indexation and which he planned to be declared at the competition. Where did such a significant difference come from?
We carefully studied the technical specifications for the competition, which won the Federal State Unitary Enterprise “Construction Association of the UDP of the Russian Federation”, and was surprised to find that many works that had previously been completed by Mosquito -Springs were “duplicated”, acts were adopted on them, and they were paid by the Presidential Affairs Management!
For example, the new technical task included work on the analysis and construction of new wave -lane walls, on the replacement of the soil, on laying the road, on the dismantling of the structures of the retaining walls of the foundations ... and according to the relevant acts (copies are available in the editorial office) in 2006-2009, and the road was laid, and the excitement walls were dismantled, and new ones were erected, and the structures of the foundations were dismantled. No, of course, it can be assumed that the new contractor will destroy the road and lay a new one, explode the foundation and flood his own, demolish the walls and install others, but, even given the Russian specifics of construction, is hard to believe.
In total, such “duplicated” work in the technical task is about 590 million rubles. In addition, some additional work, also previously performed by the Mosquitchprom and paid for UDP (approximately 240 million), were repeatedly included in the terms of reference.
If you add up the cost of these re -included work, it will turn out just 800 million, which suggests: such a significant difference between the real price of the contract and the one that the presidential affairs will pay, determined these “duplicated” works, which, apparently, no one is going to perform.
Who will get these 800 million?
The Federal State Unitary Enterprise “Construction Association of the UDP of the Russian Federation”, which won the competition, entered into a subcontracting agreement with Harvinter LLC. The Moskonsprom knows that a contract for about 1 billion rubles was concluded with the subcontractor. Valery Morozov said that UDP officials, including Vladimir Leshchevsky, allegedly urgently advised him to cooperate with Harvinter, which are managed by citizens of the former Yugoslav republics. In this regard, Morozov wondered: since ODP officials are so asking to conclude contracts with the Yugoslav companies, are they connected with them any obligations?
Novaya Gazeta managed to find out that some members of the Family Deputy Head of the Capital Construction Department of the UDP Vladimir Leshchevsky really have indirect relation to construction companies from the former Yugoslavia, including Harvinter.
In the early 2000s, Vladimir Leshchevsky worked in the Malachite insurance company and the structures of Glavmosstroy, after which in about 2002 he moved to the Presidential Affairs Management. Prior to his appointment to the state position, Leshchevsky was the co -founder of the real estate company LLC “Investproekt” along with the company “Extrastro” LLC, registered in Troitsk. The one hundred percent owner of this company was the wife of Vladimir Leshchevsky - Lidia Leshchevskaya, and his son, his son, was Vladimir Vladimirovich Leshchevsky. Already after the senior Leshchevsky went into the department of the Presidential Affairs, his son also worked in the construction company LLC Abs Construction. This company was the “daughter” of the Russian Electronics Holding (Rusel ”), whose head and founder is a citizen of the former Yugoslavia Nenad Popovich. Today Popovich is the president of the ABS Electro holding, which is employed in the electric power industry, oil, gas and metallurgical spheres.
The General Director of Kharvinter LLC, with whom a large subcontract contract was concluded and which Valery Morozov suspects of informal ties with UDP officials, is Slobodan Obradovic. The founders, according to the Unified State Register of Legal Entities, were listed: Anastasia Kruglyakova and a citizen of Serbia Rada Malbash.
According to the Federal Register of State Contracts, the Presidential Affairs Management is the only one of all state customers of Harvinter. Since 2007, UDP has concluded eight contracts with this company in the amount of 3.6 billion rubles. However, the register does not take into account subcontracting agreements, and there are many of them, as Valery Morozov knows, therefore, in reality, the Harwiner relations with UDP can be calculated by tens of billions of rubles.
In Moscow, the almost complete namesake of Harvinter, LLC Harwinter, was also registered. Its leader was Rada Malbash, and among the founders all the same citizen of Serbia Slobodan Obdovic and a certain Master ideal LLC, a major shareholder of which was Ivan Novikov. Novikov also held a leading position in the Rusel holding, which owned the ABS Contakkshn company - the one where the son of the UDP official, the youngest Leshchevsky, worked. In addition, Ivan Novikov is a shareholder in many companies, including Florent LLC. This company was later listed as the founder of the same ABS Construction.
In 2007, Harwitter bought 70% of the Belgrade energy company Termoelectro (is engaged in the repair of networks, and also supplies equipment and energy for the countries of the former Yugoslavia). The Russian media was happy to announce this by the Russian media by the Deputy Prime Minister of Serbia Bozdar Jelich, mentioning the deal as an example of establishing interstate business relations.
On behalf of the New Majoritarians, the Termoelectro was headed by Neboish Vlakhovich, at that time he was also the deputy general director in the Moscow Harwinter. Vlakhovich told the Serbian media that the Russian company plans to attract new employees and invest millions of euros in thermoelectro.
However, in addition, Neboish Vlakhovich also managed the construction company “Abs Construction”, in which the son of the deputy head of the capital construction department of the UDP, Vladimir Leshchevsky-Jr., also worked. Today, Neboish Vlakhovich, together with Slobodan Fraudovich and Rada Malbash, according to the database of Russian enterprises SCRIN, are the founders in the St. Petersburg Harwiner.
Harvinter participated in the restoration of the Congress Palace in Strelna for the 300th anniversary of St. Petersburg, the building of the Synod, where the Constitutional Court is located, and Slobodan Obradovic in 2006 received personal thanks of the President of the Russian Federation for participating in the preparation of the Russian-European Union meeting.
