In Kaliningrad, funds from the municipal budget for the construction of Orthodox churches were allocated to a Protestant organization

In June 2010, the administration of Kaliningrad announced a competition for the distribution of 8 million 700 thousand rubles. The winners were to be revealed in three categories: "Revival and popularization of domestic national and cultural traditions", "Education of spiritual and moral principles, familiarization of children and adolescents to spiritual values ​​and national culture” and “Introduction population of Kaliningrad to the lofty ideals of Russian patriotism and humanism. Religious organizations were not allowed to participate in the competition.

In three nominations, the organization "Center for Recovery personality”, in all three applications, offering “participation in the construction Orthodox churches and the organization of joint educational activities in their base." The organization offered to spend the grant funds on the construction three Orthodox churches - St. Peter and Fevronia, St. Cosmas and Damian, martyrs Tatiana.

One of the deputies who took part in the voting, opposed this application, noting that in a secular state the municipal budget should not finance the construction of temples, however the other members of the commission supported the application: “They had a written agreement with Apparently, they have been working in our diocese for a long time and fruitfully.”

Later it turned out that the "Center for Personal Restoration" on the website of the Ukrainian Embassy of God church (its leader Sunday Adelaja was expelled from Russia) is listed as a division of this church. According to the head of the Center Irina Filyayeva, this is not so: “We have nothing to do with the Embassy of God church, we have independent church, registered, we are in the Union of Evangelical churches of the Russian Federation. This is a completely different activity, it is not connected with the Center where I I work more as a psychologist.

In August 2010, it became known that the allocation of money The center was suspended, and the prosecutor's office began checking the organization.
