How to increase anti-extremist reporting

September 23, 2010 Gagarinsky District Court of Smolensk region made a decision on the recognition of the primary trade union organization of the SHPK collective farm-stud farm "Radishchevo" of the Gagarinsky district organization of the Trade Union of Workers APC of the Russian Federation terminated its activities as a legal entity and exclusion information about him from the Unified State Register of Legal Entities (enters into force 5 October 2010).

The decision itself is of a formal nature and was issued for that the primary trade union organization, in violation of the legislation on public associations, did not provide information about their activities (violation of Article 29 of the Federal Law of the Russian Federation of May 19, 1995 N 82-FZ “On public associations”), which is directly stated in the court decision.

However, our attention was drawn to the fact that in court statistics this the decision qualifies under the category "From page 46 - on liquidation in connection with extremist activity (Article 9 of the Federal Law "On countering extremist activity") ". The mentioned article indeed prescribes the responsibility of public and religious associations, other organizations for carrying out extremist activities, up to the procedure for their liquidation, however, to a court decision on She has nothing to do with collective farmers.

We managed to find out that in addition to the mentioned solution, for period 2009-2010 only the Gagarinsky District Court of the Smolensk Region ruled at least 11 solutions that statistics pass as "anti-extremist". Unfortunately, we do not have full texts of court decisions, but all these cases are related to the liquidation primary trade union organizations and their exclusion from the Unified State Register of Legal Entities. It can be assumed that they, which were reported as "fighting extremism", also do not have nothing to do with extremism.

We do not know what is the reason for such statistical reporting on formal liquidation of public organizations, but it is obvious that this is another a way to increase departmental (in this case, judicial) statistics on "fashionable" theme of extremism.

We provide a complete list of trade unions (in chronological order), which are reported by the court as liquidated under Article 9 of the Federal Law "On countering extremist activity":
