November 30, 2010 representatives of the intelligentsia of Kaliningrad sent the governor Kaliningrad Region Nikolai Tsukanov and Chairman of the Kaliningrad Region of the Regional Duma to Sergey Bulychev an open appeal with a proposal to organize public discussion of the implementation of the law "On the transfer of religious organizations of property of religious purpose, located in the state or municipal property" on the territory of the Kaliningrad region.
"Participants in the dialogue should be legislative and executive power of the region, on the one hand, and representatives of all interested public groups and organizations, cultural institutions and education, political movements and parties, religious organizations, representatives of creative and intellectual professions, as well as individual citizens, on the other hand. It is important that the platform for such a discussion be as neutral as possible, in addition, the transparency of the dialogue must be ensured," - consider the authors of the appeal.
"The Kaliningrad region is a special region of Russia, the inhabitants who feel their responsibility and involvement in the preservation of the all-Russian and all-European cultural heritage, the text says. - At the same time, the current situation crosses the borders of the region. It touches sphere in which social, cultural, religious, civil and historical meanings that are meaningful to many citizens."
