On December 10, 2010, the Kaliningrad administration, according to Interfax, banned a protest against the transfer of German religious sites to the Russian Orthodox Church.

The Kaliningrad movement "For the Preservation of the Cultural Environment and Observance of the Constitution" proposes to hold a flash mob instead of a picket.
