In January 2011, from racist and neo-Nazi motivated attacks at least 14 people were injured, 3 of them died. (According to updated SOVA Center estimates that in January 2010 at least 45 people were injured, out of 4 of them died; this, we note, is three times more than we wrote in a similar report for January 2010, so the current figures, alas, are still inevitable will increase).
Violent incidents were recorded in Moscow (9 victims, of which 1 dead), Voronezh (3 injured), St. Petersburg (1 dead), Samara (1 lost).
As before, the main object of attack are people from Central Asia (6 people, 2 of them died).
In January 2011, the topic of neo-Nazi terror was again updated: in mid-January in St. Petersburg, Deputy Director of the Agency for Journalistic investigations (AZHUR) received by mail at the place of registration a letter with threats in his address, signed by the "Combat Organization of Russian Nationalists" (BORN).
Several acts of vandalism were recorded in January, which could have been be regarded as motivated by hatred or neo-Nazi ideological installations: the mosque was damaged in Tambov, the building of the Jewish community center in St. Petersburg, a prayer house "Jehovah's Witnesses" in Orsk, two "ideological" objects (monuments to the heroes Great Patriotic War in Yekaterinburg and the Nizhny Novgorod region), was a graffiti action was organized in Moscow near the Belorussky railway station.
In January 2011, three convictions were handed down in cases of racist violence, in which the motive of hatred was taken into account. The first sentence was handed down in Tula in connection with the June 2005 attack on a Cameroonian citizen. The second - in Protvino (Moscow region) in the case of the leader of the local branch DPNI, who, among other things, was accused of a fatal assault in the summer 2009 for a native of Tajikistan. The third - in Irkutsk in the case of an attack in May 2009 for cyclists. Seven people were convicted in these trials, one of which was sentenced to 2 years in a colony-settlement, the second to 2.5 years general regime colonies, the rest received suspended sentences. (In particular the conditional the term was given to the leader of the Protvino DPNI, who, according to a representative of the UPC, fully admitted his guilt and made a deal with the investigation.)
In addition, another trial ended, in which previously figured, although it was not taken into account in the verdict, the motive of hatred. This is about verdict in the case of the murder in November 2009 of a citizen of Kyrgyzstan in Moscow region.
In January 2011, there were at least two convictions for xenophobic propaganda, in Kogalym (Khanty-Mansi Autonomous Okrug - Yugra) and in Naberezhnye Chelny (Tatarstan) under Article 282 of the Criminal Code of the Russian Federation. In these trials, 5 people (three of them were sentenced to 1 year in a penal colony, one to mandatory work, one conditionally).
In January, the Federal List was updated three times (January 18, 21 and 23) extremist materials. Items were added to it. 749-763. These updates included anti-Semitic articles, Islamist texts, anti-Caucasus videos, materials of Jehovah's Witnesses (see below) and ethnographic essays on the small indigenous peoples of the Far East with anti-Russian comments from guraba.net (no longer available).
As of February 1, 2011, the list includes 763 items. 4 of them "zeroed", that is, the materials are excluded with the preservation of the numbering. 32 items are on the list clearly illegally, tk. material recognition decisions extremist canceled by higher courts and other decisions to this moment was not accepted. 49 positions duplicate each other.
Like a year earlier, the most notable event in January in the field of public counteraction to xenophobia was the All-Russian action in memory of Stanislav Markelov and Anastasia Baburova, held on January 19 at no less than 23 cities of Russia. In Moscow, the anti-fascist procession and rally was attended by about 500-600 people.
In the field of illegal application of anti-extremist legislation all major areas of abuse remain. We want special attention turn to searches and initiation of a criminal case on the fact of “distribution nationalist books" at the Library of Ukrainian Literature in Moscow , on guilty verdict for inciting hatred against the social group "military and law enforcement officers” to activists from Ulan-Ude Tatyana Stetsura and Nadezhda Nizovkina, as well as the publication of a previously unknown information to the public about the recognition of new publications of the Witnesses as extremist Jehovah.
