February 1, 2011 Dmitry Medvedev congratulated the Patriarch happy inauguration day.
In his congratulations, the President stressed that pleased with the "symphonic" relationship that develops between the Church and state, thanks to the merits of Patriarch Kirill:

On February 2, 2011, the President sent greetings to the participants of the Bishops' Council of the Russian Orthodox Church, in which he noted that " it is especially important today to direct partnership efforts of church and state to prevent ethnic and religious extremism, strengthen interfaith and interethnic consent in the country ."
In his report at the event, the patriarch noted that that “ in the Russian Federation, dialogue with state power is currently at a very high level, Church institutions are actively working with representatives of various branches and levels of government .
