For whom is the "gift" in the big Utrish? Following the Palace of Putin, we decided to study objects that are associated with President Medvedev

Such contradictions in the comments of officials are a fairly serious blow to their reputation, however, the strange “excuses” of the President’s manager have already ceased to be news: when it comes to luxurious mansions of the first persons of the state, Vladimir Kozhin always has some problems with awareness. In the same way, in the UDP they commented on the story with the construction of the palace on the territory of the natural reserve of Big Utrish. This object, according to media and ecologists, is intended for President Medvedev. "New" decided to check this information.

Justification for the management of the Presidential Affairs

After the revelations of Sergei Kolesnikov, who told about the construction of the Palace for Putin, on the Russian -speaking Analogue WikiLeaks - the Ruleks.net website - photographs of this object were published. The scale of the luxurious palazzo, built according to the project of the Italian architect and decorated, wherever you look, the two -headed Russian eagle, was impressive. However, some observers were surprised to note that the Palace with its architectural solutions is very reminiscent of a project of another mansion that has recently appeared on the Web - on the territory of a large Utrish. The “Physical Educational and Health Complex”, as it was called in the project (“Palace for Putin” in the agreements was called the “Pension”), was equipped with a pier for yachts and a helicopter platform. According to the plan, two access roads were supposed to lead to the complex itself - this, according to ecologists engaged in the monitoring of development around a large exaggeration, is a common practice if we are talking about high -ranking persons: these are the safety requirements of the Federal Security Service (FSO). The project stood surnames - without signatures - the manager of the affairs of President Vladimir Kozhin, his deputy Ivan Malyushin and the head of the Main Directorate of the capital construction of the UDP Anatoly Chaus.

However, as in the case of the Palace of Putin, Vladimir Kozhin categorically denied the involvement of the UDP in the construction of a Utrish object. “We have nothing to do with this,” said Kozin of the Echo of Moscow radio station. Is it so?

In 2009, a resolution was published by the acting head of the Krasnodar Territory Jambulat Khatuov “On approval of the forest plan of the Krasnodar Territory for 2009 - 2018”. The list of investment facilities also indicated the same “physical education and fitness complex”, the initiator of the construction of which was called the Main Directorate of the Capital Construction of the UDP. We again asked Vladimir Kozhin to comment on the contradictions in his statements with documents, to which we seemed to receive an learned answer: “The management of the affairs did not work on the construction of facilities on the territory of the Big Utrish reserve, the allocation of financial resources for the construction of a physical education complex was not provided.” As for the decision of Khatuov, the UDP reported that the capital construction department could not initiate the initiator and customer of construction at all. That is, apparently, as they believe in the UDP, the administration of the Krasnodar Territory confused something with the documents.

The history of this construction began in 2008, when in July the Department of Forestry of the Krasnodar Territory concluded a lease of a forest plot (120 hectares) with the Foundation of Regional Non -Profit Projects "Dar". The land was transferred to the “Dar” for 49 years, and the rental price was almost 15 million rubles a year. After the construction began, the laying of the road and deforestation, ecologists protested, and the project had to be suspended.

The founder of Dara is the well -known Levit company - it owns a share in the second, after Gazprom, a gas producer in Russia - Novatek OJSC. According to the reports of Novateka, the shareholders of Levita are also very famous people - State Duma deputy Leonid Simanovsky and businessman Leonid Michelson. Among the major shareholders of Novatek are Gennady Timchenko, a long-standing acquaintance of Prime Minister Vladimir Putin. Timchenko, along with Michelson, owns the company Hibridge Ventures Limited, which has a two -year option for the ransom of Novateka shares with Gazprombank. In the reception of the deputy of Simanovsky, they did not want to comment on the situation with the construction of the complex in Big Utrish and advised to contact the Novatek itself. We sent questions for Leonid Michelson to the company, however, the representative of Novateka said that they were “not related to shareholders and even more so shareholders”, and therefore they cannot report anything about the gift belonging to Michelson and the construction of the complex on the Black Sea coast.

What is known from open sources? A large package of shares of the second gas producer in Russia belongs to Gazprombank, which, in turn, provides tangible financial support to structures related to the Dar Foundation. The fund belongs to the DAR Foundation Management Company LLC, which in 2008 was one of Gazprombank's largest borrowers. In 2008, according to Russian business media reports, the management company accounted for almost 2% of the total bank loan portfolio - more than $ 460 million. In addition, Ilya Eliseev, Deputy Chairman of the Board of Gazprombank, according to the bank reports, held the post of chairman of the Supervisory Board of the Dar Foundation, an investor in the construction of a complex in Bolshoi Utrish.

Friends of the legal faculty

Ilya Eliseev is a long -standing acquaintance of President Dmitry Medvedev. They studied together at the legal faculty of Leningrad State University, after graduation, they established CJSC “Consulting company Balfort”. Eliseev could have been considered a member of the Medvedev team at a time when the current president has held leading posts in Gazprom, since then his fellow student and former business partner Eliseev have been working in Gazprom structures. A curious company of former graduates of the Yurfak of Leningrad University gathered in the Dar Foundation. In addition to Eliseev, who headed the Supervisory Board, the General Director of the Fund from 2006 to 2008 was Philip Polyansky. As reported by the Vedomosti Business Gazeta, Eliseev was a teacher of Polyansky at the legal farm. For the first time, the name of Polyansky came into the field of view of the media in 2009, when the company "Ceretum-Invest" acquired the palace of Count Kushelev-Bezborodko for 740 million rubles. Independent observers were then surprised where the little -known company could come from the purchase of the palace, and therefore assumptions were put forward that the transaction could be carried out in the interests of Novatek, Gazprom or Gazprombank. However, in all companies, this information was refuted. It is curious that before the revolution, the last owner of the palace of Count Kushelev-Bezborodko was the famous philanthropist in St. Petersburg and banker Alexander Grigoryevich Eliseev. The New Gazeta suggested whether our contemporary banker Ilya Eliseev could be a relative of the last owner of the palace, but, unfortunately, the deputy chairman of the Board of Gazprombank Ilya Eliseev did not respond to our request.

In addition to the Polyansky palace, the business center in Perov and (through “Cerethum-Invest”) of the Blagoveshchensky reinforcement plant also owned, whose board also includes Ilya Eliseev, and Gazprom, Gazprom Neft and Rosneft are the largest consumers of the plant’s products. It was not possible to contact Polyansky by phone numbers specified by LLC “Cerentum-Invest”.

Strange intersections of the leaders of the Dar Foundation with President Dmitry Medvedev are found not only on the example of his classmates in the legal faculty. The Dar Management Company, owned by the Foundation of the Dar Foundation LLC, was located at the same address as the Fund of Social and Cultural Initiatives (FSKI) of the wife of President Svetlana Medvedeva. According to the database of Russian enterprises, Spark, both organizations coincided with telephone numbers, and Olga Travina was the general director of the FSKI and the DAR Foundation Management Company. She headed the North-Western branch of the Dar Foundation. Soloviev also clarified that Olga Travina headed the North-Western branch of Dara in 2006, and today it has nothing to do with this fund, and in FSKI they know nothing about the construction of the complex on the Black Sea coast.

Serbian lobbyist "Gazprom"

In March 2010, the Dar Management Company won a competition for the conclusion of a concession agreement for the construction of a road to the complex under construction at the Big Utrish. The concession fee, which the company will pay to the budget of the Krasnodar Territory, is very symbolic - 1 ruble. However, due to the fact that the security rules presented by the FSO for the objects of the first persons of the state are required by several access roads, “The Management Company of the Dar Foundation is not the only participant in the construction of the road.

The general contractor for the construction of a fire road to the complex is the scandalously known LLC Kharvinter. This company acquired wide publicity thanks to businessman Valery Morozov, who accused officials of the Presidential Affairs Management of Dressing during tenders for the construction of Olympic facilities. Morozov in an interview with Novaya Gazeta stated that Harvinter is closely connected with UDP and officials. According to the Federal Register of State Contracts, Harvinter participated in the reconstruction and construction of many sanatoriums belonging to the UDP, for which he received billions of rubles from the budget.

Novaya Gazeta managed to find out that this company, the founders of which are citizens of the former Yugoslav republics, are closely connected with an influential Serbian businessman and politician Nedadov Popovich. Popovich in Serbia is called one of Gazprom's main lobbyists and a deal is given as an example to buy the largest Serbian refinery - NIS. In 2009, the Gazprom Neft belonging to the state bought, and, as many Serbian politicians believed, the amount of the transaction was greatly underestimated in favor of the Russian buyer. However, Popovich, at that time, the head of the Democratic Party of Serbia, was one of the main guides of that deal, for which he was very criticized by the Serbian media and opposition parties.

Nenad Popovich has great interests in Russia. He owns the ABS Electro holding, specializing in the oil and gas and energy spheres. In the early 2000s, in an interview with the Russian media, Popovich stated that Harwitter was part of his holding. (There are two companies with almost the same name - Harvinter and Harwitter - both affiliated with each other and belong to one circle of people.) In addition, one of the founders and leaders of Harwinter was a longtime partner of Popovich Neboysh Vlakhovich - he was the Director General of the Elektrominvest holding (now belonging to the Popovich’s Popovich’s. Electro "). Nenad Popovich, unfortunately, did not comment on the request of Novaya Gazeta and did not answer whether he still had anything to do with Harvinter and the construction of the complex in the territory of the Big Utrish.

But we managed to get through to the General Director of Harvinter Slobodan Obadovich. From a conversation with him, the feeling arose that either the general director did not know anything about the activities of his company, or he only performs his nominal functions, while completely different people lead the company. Obadovich began to certify us that he knew nothing about Utrish, despite dozens of documents and court decisions indicating the participation of Harvinter in this project. As for relations with Nenad Popovich, Pravovich advised to appeal to the President of the Holding "Abs Electro".

Projects "For the President"

The complex in Big Utrish is not the only project engaged in the Dar Foundation, and not the only one that is associated with the name of President Medvedev. The fund also owns the estate of Mercu, located in the city of Ples, the Ivanovo region. After the fund bought the estate, Dmitry Medvedev visited these places, which forced local residents to assume: from now on they will become the neighbors of the president. True, the department of the President of Novaya Gazeta said that Dmitry Medvedev was planned for the needs of Dmitry Medvedev there.
