The President of the Russian Federation on measures to harmonize interethnic relations in the country

On February 11, 2011, a meeting of the Presidium of the State Council was held in Ufa, at which the President of the Russian Federation, Dmitry Medvedev, announced the measures that, in his opinion, should be taken to harmonize interethnic and interfaith relations in the country.

Firstly, the president considered the measures being taken for civic education in Russian schools insufficient and proposed to start introducing " new practices for the formation of a modern personality in the spirit of tolerance, in the spirit of a humanistic attitude towards each other ."

Secondly, D. Medvedev announced his intention to submit to the Federal Assembly a bill prohibiting those people who had previously been convicted of inciting ethnic hatred from teaching in educational institutions and working in the civil service.

Thirdly, they spoke about the need to stimulate the creation of media products that promote a tolerant attitude of people towards each other with the help of state grants.

Fourthly, the president spoke about the need to expand cultural exchange between the regions of the country and condemned the fact that many of the samples of Russian culture are better known abroad than at home.

Fifthly, D. Medvedev condemned the practice in some regions of limiting the number of representatives of certain nationalities in the formation of government bodies and instructed the government and plenipotentiaries "to analyze this problem and submit proposals for the eradication of such distortions, even if it has already acquired a historical character ."

Sixth, in order to resolve the flaring ethnic conflicts, it was proposed to form working groups in the regions, consisting of representatives of various religious confessions.
