On February 20, 2011, the investigative department for the city of Prokopyevsk of the Investigative Committee of the Russian Federation for the Kemerovo Region refused to initiate a criminal case against the head of the Kazyyat Directorate of Muslims of the south of the Kemerovo Region under the Spiritual Administration of the Asian Part of Russia (DUMACHR) Ravshan Temurov and the chairman of the Kuzbass public organization Salavat Kuchumov . Local law enforcement agencies tried to charge them under Part 1 of Art. 282 of the Criminal Code of the Russian Federation (incitement of hatred or enmity on the basis of religion) for possession of Ibn Usaymin’s book “Explanation of the Fundamentals of Faith” and the 4th edition of al-Hashimi’s book “The Personality of a Muslim”, which are recognized as extremist.
The prosecutor's office discovered a number of contradictions in the presented materials. In particular, it is alleged that R. Temurov offered the mentioned publications to a certain Shchekochishikh in April 2010 after Friday prayers in Prokopyevsk, while at that moment both suspects were in Moscow.
The Investigative Committee did not find any crime in their actions.
Let us remember that Kemerovo officials have repeatedly put pressure on the Muslim organization that is part of the DumaChR.
