Administrative case in Perm for quoting Hitler

In mid-March 2011, it became known about the excitement in Perm administrative case under Art. 20.29 Administrative Code of the Russian Federation (production and distribution of extremist materials) against local resident Roman Khozeev for publishing several articles on Teron.ru in April 2005 quotes from "Mein Kampf" by Hitler, placing links to the publication of the book in networks.

The quotes were given in the context of a conversation about US actions. in Iraq: Khoseev compared Bush with Hitler and he needed quotes for reinforcement of thought.

Note that both arguments against this case, given in the media, are untenable: that Hitler's book was only recently banned by a court decision as extremist, and therefore, Khoseeva cannot be prosecuted for acts committed in 2005, and also for the fact that the statute of limitations has passed. "Mein Kampf", as you know, is directly prohibited by the Federal Law "On countering extremist activity", therefore no special court decision required in 2005. The statute of limitations here, most likely, is not calculated since the forum post was written, as it has been going on all these years hang on the internet.

We find this case inappropriate for other reasons.

First, the publication of links to prohibited materials is not should be considered as their distribution. According to this logic, the spread it would be necessary to consider the message that in the Historical Library in in such-and-such a hall, on such-and-such a shelf, there is a book by Hitler. It also cannot be considered distribution and citation - especially in such a context - of a prohibited text. Such an interpretation of the law makes it impossible for any discussion on the relevant Topics.

Secondly, we believe that law enforcement efforts deserve better use, and this business can be called imitation anti-extremist activities.
