March 29, 2011 the community of the Russian Orthodox Old Believer Church (ROOC) Veliky Novgorod in response to an official request dated November 23, 2010 regarding the transfer of the building of the Novgorod Church of Demetrius of Thessalonica was refused.
In a letter from the head of the territorial department of the Federal Property Management Agency in Novgorodskaya region of Victor Mitra, the rector of the community is told that “ transfer to use of a cultural heritage site of federal significance [which is the church of Demetrius of Thessalonica] not seems possible due to unsatisfactory technical condition buildings " and " will be possible after full restoration ."
Religious property also will not be transferred, because " the government The Russian Federation has not yet issued administrative acts defining the list of and the procedure for issuing the documents necessary for the transfer .
March 30, 2011 the rector of the community Alexander Pankratov wrote to the Chairman of the Committee for Public Affairs associations and religious organizations S.A. Popov and head of the Federal Property Management Agency Yu.A. Petrov with a request to check whether the received refusal is legitimate.
