Secondly, the federal and state governments are not always ready to cooperate with Muslims. municipal authorities: since 2008, it has not been possible to conclude agreements with the Federal Agency for the Commonwealth of Independent States, Compatriots, living abroad, and on international humanitarian cooperation, and also by the Office of the Federal Penitentiary Service of Russia for the Republic Mordovia.

Thirdly, the JIM sees a problem in the activities of the media, contributing to "spreading a distorted view of Islam" and in "provocative statements by some pseudo-Islamists".
