In March 2008, Rosobrazovanie (later abolished and reorganized into the Ministry of Education and Science) provided
all Russian schools with licensed software packages, including
which is included in the Internet access content filtering program. How
it turned out that this program does not cope with the task, which was
found out as a result of prosecutorial checks throughout the country. Absolutely
it is obvious that the fault is that schoolchildren, despite access filters,
have the opportunity to visit neo-Nazi and
other inappropriate sites, lies not only with schools that do not update with
the necessary regularity of the software, but also at the Ministry of Education and Science, which installed an insufficiently effective product. Note
that not all items on the Federal List of Extremist Materials
designed in such a way that they can be used as a guide to
action (sometimes, when it comes to a site, its address can be reflected
not completely or even completely absent, but the titles of books and articles
are given without imprint).

Moreover, we cannot but note that the very idea of fighting against
help filters with extremism in schools seems to us wrong. Firstly,
any filter can be bypassed if desired, and secondly, in principle
it is impossible to compile an exhaustive list of addresses and keywords.

However, prosecutors everywhere and regularly issue penalties for this
local officials and school leaders. We believe that for imperfection
content filtering systems must comply with the Ministry of Education and Science, and
the negligence of the leadership of schools that do not update the program is a problem
rather labor discipline than law enforcement.

On June 30, 2011, the Klin city prosecutor's office filed a motion to eliminate violations of the law against the heads of three educational institutions in the Klin district of the Moscow region. The reason was that during the audit it turned out that due to the inefficiency of content filtering from school computers, access to resources containing information of an extremist and pornographic nature was possible.

On June 30, 2011, the prosecutor's office of the Biysk district of the Altai Territory announced that a submission had been submitted to the director of one of the district's schools to eliminate violations of anti-extremist legislation. Despite the content filtering systems installed on school computers, schoolchildren had access to "information of an erotic and extremist nature."

On June 28, 2011, the prosecutor's office of the Kosh-Agachsky district of the Altai Republic announced an inspection of 14 local educational institutions, which revealed that all schools were provided with a content filtering system that did not prevent access to sites with obscene language, information about drugs, pornography and extremist materials. Based on the results of the audit, a submission was made to the head of the Department of Education, Sports and Youth Policy of the Kosh-Agach District. In addition, 13 submissions were made to school leaders, as a result of which 28 school employees were brought to disciplinary liability.
- On June 25, 2011, the prosecutor's office of the Opochetsky district of the Pskov region issued a press release, from which it became known that, as a result of an audit at the Krasnooktyabrskaya Secondary School, a submission was made demanding the elimination of violations of the law against the director of this educational institution. The reason was that from school computers it was possible to access sites containing extremist materials, including Hitler's "Mein Kampf" and a link to the Order music album "White Music". It is not clear from the prosecutor's report whether content filters were installed on the computers, but we assume that the prosecutor's office would indicate their absence, since filtering programs are installed in the vast majority of Russian schools.
- On June 21, 2011, the prosecutor's office of the Altai Territory announced that, as a result of an audit in five schools in Biysk, the prosecutor's office of the city made submissions demanding the elimination of violations of the law against the directors of these educational institutions. The reason was that from school computers it was possible to access sites containing extremist materials, including the works of Mussolini and Hitler. Access to these sites was closed, and disciplinary measures were taken against those responsible. It is not clear from the prosecutor's report whether content filters were installed in schools, but we assume that the prosecutor's office would indicate their absence, since filtering programs are installed in the vast majority of Russian schools.
- On June 15, 2011, the prosecutor's office of the Republic of Karelia reported that the city prosecutor's office of Petrozavodsk had conducted an inspection in local schools and revealed violations of the law in the field of organizing students' and teachers' access to the Internet. Users have access to sites with extremist literature. In addition, the prosecutor's office noted that school libraries did not check the collections and incoming literature with the Federal List of Extremist Materials and no persons responsible for such events were appointed. About what kind of sanctions were imposed on the administration of schools, not reported.
- On June 8, 2011, the prosecutor's office of the Zavolzhsky district of Tver announced that it had filed a lawsuit with the Zavolzhsky district court to recognize the inactivity of the telecom operator and the management of nine municipal schools as illegal. School computers had access to sites with "nationalist and extremist content." Unfortunately, it is not clear from the prosecutor’s report whether content filtering filters were installed in schools, but we assume that otherwise the prosecutor’s office would have discussed this separately, since filtering programs are installed in the vast majority of Russian schools.
- On May 12, 2011, the prosecutor's office of the Republic of Altai reported that the prosecutor's office of the Kosh-Agach district of the republic sent 14 lawsuits to the court to force the administrations of 14 district schools to eliminate violations of the law, made a submission to the head of the district Department of Education, Sports and Youth Policy on bringing to disciplinary liability of directors of these schools and 14 submissions to the directors themselves demanding disciplinary punishment of guilty officials, as well as warnings demanding to restrict students' access to prohibited information resources. One of the reasons for the penalties was that, as a result of the audit, it turned out that, despite the content filtering system, in these schools, students can access extremist content sites from computers.
- On April 25, 2011, the prosecutor's office of the Belevsky district of the Tula region announced that it had filed a proposal to eliminate violations of the law against the directors of schools No. 1, No. 3 and No. 4 in the city of Belev. The reason was that from school computers it was possible to access materials of an extremist orientation.
- On April 11, 2011, the Moscow prosecutor's office announced that the Chertanovskaya interdistrict prosecutor's office issued eight recommendations to eliminate violations of the law, and also announced seven warnings to the directors of a number of secondary schools. Eleven officials were brought to disciplinary responsibility. One of the reasons for the penalties against the management of schools No. 1245, No. 924, No. 855 and Education Center No. 504 "Polus" was that students could access sites with extremist content from school computers, despite the content filtering system.
- On April 6, 2011, the prosecutor's office of the Volotovsky district of the Novgorod region announced that it had applied to the court to order three general education schools in the district to restrict access to Internet resources with "extremist information." The reason was that it was possible to access anti-Semitic sites from school computers.
- On April 4, 2011, the prosecutor's office of the Dmitrovsky district of the Oryol region announced that five applications had been sent to the court based on the results of an audit conducted in five educational institutions of the district. It turned out that despite the system of content filtering, it was possible to access materials included in the Federal List of Extremist Materials from school computers.
- On April 1, 2011, it became known that the prosecutor's office of the city of Kirovo-Chepetsk, Kirov Region, filed lawsuits with the court to recognize the inaction of the leaders of a number of rural schools in the Kirovo-Chepetsk region as illegal. The reason was a check of schools, which revealed that, despite the content filtering system, school computers can
access to sites containing materials recognized as extremist.
- On March 28, 2011, the prosecutor's office of the Krasnodar Territory announced that the prosecutor's office of the Adler district of the city of Sochi had issued six recommendations to the heads of Sochi educational institutions to eliminate violations of anti-extremist legislation. The reason was that during the inspection of secondary schools No. 53, 66, 26, 48, 25, as well as Lyceum No. 59, it was found that the computers of these schools can access materials included in the Federal List of Extremist Materials.
- On March 28, 2011, the prosecutor's office of the Karachay-Cherkess Republic announced that the Khabez interdistrict prosecutor's office had made submissions on the elimination of violations of anti-extremist legislation to the directors of the educational lyceum-boarding school in the village of Khabez, the Gymnasium named after. - On March 24, 2011, the Lipetsk prosecutor's office announced that the director of the Lipetsk Regional Juvenile Library had received a proposal to eliminate violations of anti-extremist legislation. From the computers installed in the library, it was possible to access prohibited materials, despite the installed content filters. We include this case in this collection even though the submission was made to a librarian because the claims here are identical to the regular claims against schools.
- On March 16, 2011, the prosecutor's office of the Buzdyaksky district of Bashkortostan announced that the court had satisfied the claims for an obligation to restrict schoolchildren's access to the banned film The Eternal Jew. A previous check showed that in 18 general education schools in the district, this film could be downloaded from school computers. It is not entirely clear that the prosecutor's office is focusing on this particular film, because there are at least 800 items on the Federal List of Extremist Materials.
- On March 14, 2011, the prosecutor's office of the Oktyabrsky district of the Khanty-Mansiysk Autonomous Okrug - Ugra announced that it had submitted a submission to the director of the educational institution "Priobskaya secondary school" due to the fact that despite the content filtering system installed on school computers, when checking from them, there was access to "websites of an extremist orientation, as well as videos and printed articles of an extremist and terrorist orientation."
- On February 1, 2011, it became known that in the Sverdlovsk region, the Bogdanovichi city prosecutor's office filed a complaint about a violation of anti-extremist legislation against the head of the Education Department of the city of Bogdanovich. The reason was that despite the content filtering systems installed on school computers, students had access to "extremist" and pornographic sites.
- On December 9, 2010, the prosecutor's office of the Matveyevo-Kurgan district of the Rostov region announced that it had submitted a submission to the administration of one of the local secondary schools, since school computers, despite the installed filtering system, could access sites with extremist literature, including the book of the Witnesses Jehovah "What Does the Bible Really Teach?"
- On November 26, 2010, the prosecutor's office of the city of Gukovo, Rostov Region, announced that it had made a submission to the head of the education department of the city administration and brought to disciplinary responsibility the heads of more than 10 secondary schools. - On November 24, 2010, the prosecutor's office of the Sarapulsky district of the Udmurt Republic reported that the directors of five schools in the district were made to believe that violations of anti-extremist legislation were inadmissible, and three teachers were brought to disciplinary responsibility. The reason was that it was possible for school computers to access inappropriate - including extremist - sites, despite the fact that a content system was installed in some schools.

- On November 2, 2010, the Prosecutor's Office of the Astrakhan Region announced that it had made 79 submissions to the heads of educational institutions, as well as submissions to the regional Minister of Education and Science in connection with violations of anti-extremist legislation. The reason was that, despite the established system of content filtering, it was possible to access materials recognized as extremist from school computers and sites with information about the manufacture of bombs and drugs.
- On November 1, 2010, the prosecutor's office of the Lukhsky district of the Ivanovo region announced that a submission had been made to the director of the municipal general education Slobodkinskaya basic school Krasnov G.I. on elimination of violations of anti-extremist legislation. The reason was that prosecutors were able to access nationalistic and pornographic sites from school computers, despite the established system of content filtering.
- On October 29, 2010, the prosecutor's office of the Shemysheysky district of the Penza region issued 13 submissions on the inadmissibility of violating anti-extremist legislation against educational institutions and one submission - against the education department. Despite the system of content filtering installed on school computers, during the prosecutor's check it turned out that they have access to "extremist" sites, including the site of the banned National Bolshevik Party.
- On October 13, 2010, the Irkutsk prosecutor's office announced that it had submitted submissions demanding disciplinary action against the heads of cultural and educational institutions, in which, during the audit, it was found that "students' access to Internet resources containing information incompatible with the tasks education and upbringing, as well as to sites of extremist and other orientation . In particular, despite the presence of a system of content filtering, prosecutors managed to use Yandex to reach extremist sites using the phrases "how to join a community against Jews" and "how to become a skinhead" .

On October 12, 2010, the prosecutor's office of the Yegorlyksky district of the Rostov region announced that two applications had been sent to schools No. 9 and No. 11 to take measures to prevent students from accessing "negative information". On June 29, 2010, it became known that the Oktyabrsky District Court of Orenburg satisfied the claims of the prosecutor's office against six district schools for the protection of the rights, freedoms and legitimate interests of an indefinite number of persons caused by the identified violations.
