In March 2008, Rosobrazovanie (later abolished and reorganized into the Ministry of Education and Science) provided
all Russian schools with licensed software packages, including
which is included in the Internet access content filtering program. How
it turned out that this program does not cope with the task, which was
found out as a result of prosecutorial checks throughout the country. Absolutely
it is obvious that the fault is that schoolchildren, despite access filters,
have the opportunity to visit neo-Nazi and
other inappropriate sites, lies not only with schools that do not update with
the necessary regularity of the software, but also at the Ministry of Education and Science, which installed an insufficiently effective product. Note
that not all items on the Federal List of Extremist Materials
designed in such a way that they can be used as a guide to
action (sometimes, when it comes to a site, its address can be reflected
not completely or even completely absent, but the titles of books and articles
are given without imprint).

Moreover, we cannot but note that the very idea of fighting against
help filters with extremism in schools seems to us wrong. Firstly,
any filter can be bypassed if desired, and secondly, in principle
it is impossible to compile an exhaustive list of addresses and keywords.

local officials and school leaders. We believe that for imperfection
content filtering systems must comply with the Ministry of Education and Science, and
the negligence of the leadership of schools that do not update the program is a problem
rather labor discipline than law enforcement.

- On June 4, 2012, the Prosecutor's Office of the Novgorod Region reported that the Starorusskaya Interdistrict Prosecutor's Office filed lawsuits against the administration of two schools in the city of Staraya Russa demanding that children be denied access to prohibited information. The reason was that during the check it turned out that, despite the installed content filters, it is possible to access the websites of extremist organizations containing prohibited materials from school computers. The cases were considered by the Starorussky District Court, but the proceedings were terminated due to the fact that the schools voluntarily complied with the requirements of the prosecutor.
- On June 1, 2012, the prosecutor's office of the Central District of Togliatti announced a statement of claim to the district court in connection with the fact that one of the computers installed in school No. 13 of Togliatti made it possible to access an article included in the Federal List of Extremist Materials. Unfortunately, we do not know if content filters were installed on school computers, but we assume that otherwise the prosecutor's office would point out their absence.
- On June 1, 2012, it became known about 6 statements of claim filed with the court by the Nurlat City Prosecutor's Office of the Republic of Tatarstan. The reason for the lawsuits was that, despite the content filters installed on the computers of six schools in the city of Nurlat, inspectors from the prosecutor's office were able to gain access to extremist materials. The court granted the demands of the prosecutor's office.
- On May 31, 2012, it became known about the submission made to the head of the Soviet Territorial Administration of the Education Department of the Volgograd Administration by the Prosecutor's Office of the Soviet District of Volgograd. The reason for the presentation was that the computers at school No. 58 had access to "extremist materials."
