Since the emergence of the Federal List of Extremist Literature
instances of sanctions against library staff have become
regular. Even in cases where claims against librarians
formally substantiated by anti-extremist legislation, we often do not
we consider them legitimate, since this legislation is in
contradictions with the law "On librarianship". See here for more details .
In addition, anti-extremist sanctions against libraries for
their lack of a list of extremist materials, in our opinion,
look like an imitation of activity designed to artificially inflate
relevant statistics.
We have combined these cases into a single list, the first part of which covers the period from July 2008 to June 2011. The list continues in front of you.
- On June 22, 2012, it became known about the submission made by the Bor city prosecutor's office of the Nizhny Novgorod region to the director of the Centralized Library System of the city of Bor. The reason for the presentation was the lack of an updated copy of the Federal List of Extremist Materials in the city library of Bor.
- On June 19, 2012, the prosecutor's office of the Bokhansky district of the Irkutsk region reported on the submissions made to 16 directors of schools in the district and 14 heads of local governments due to the fact that in all libraries of the Bokhansky district there were no reconciliations of the fund with the Federal List of Extremist Materials.
- On June 18, 2012, the prosecutor's office of the Olkhovsky district of the Volgograd region announced the results of an audit of the implementation of legislation on countering extremism, conducted in the libraries of the district. An up-to-date copy of the Federal List of Extremist Materials was not found in the Municipal Library System, in the Zenzevat Library, as well as in the library of the Solodchinskaya School (probably, there was some outdated version of the list in the libraries). Unfortunately, it is not clear from the message of the prosecutor's office whether any sanctions were applied against the heads of libraries.
- On June 18, 2012, it became known about the submissions made by the Kasli City Prosecutor's Office of the Chelyabinsk Region to the head of the Kasli Central Children's Library and the head of the Acquisition Department of the Intersettlement Central Library of the city. The libraries did not check the fund and incoming literature with the Federal List of Extremist Materials, and the children's library did not have a list.
- On June 15, 2012, the prosecutor's office of the Sverdlovsk region reported on the representations made by the city prosecutor's offices of the region to the heads of libraries of educational institutions in the region for using an outdated version of the Federal List of Extremist Materials for reconciliation of funds. Sanctions were applied against the directors of school No. 4 in the city of Bogdanovichi, school No. 5 in Alapaevsk, school No. 2 in the city of Sukhoi Log and the Uralmashevets technical school in Verkhnyaya Pyshma.
- On June 13, 2012, the prosecutor's office of the Republic of Tatarstan announced that the prosecutor's office of the Cheremshansky district of the republic had submitted proposals to eliminate violations of the legislation on combating extremism against the directors of several local schools, in whose libraries the funds were not reconciled with the Federal List of Extremist Materials, and the list itself was absent. Nine officials were brought to disciplinary responsibility.
- On June 6, 2012, the prosecutor's office of the Smolensk region announced that the prosecutors of several districts of the region had submitted proposals to eliminate violations of the law on combating extremism against the directors of local libraries. The reason was that the libraries did not have the Federal List of Extremist Materials or its latest version, and therefore there was no reconciliation of funds with the list.
- On June 6, 2012, the prosecutor's office of the Volgograd region announced that the prosecutor's office of the Ilovlinsky district of the region had submitted a proposal to eliminate violations of the law to the head of the Ilovlinsk inter-settlement central library. The reason for the submission was, in particular, that the library had an outdated version of the Federal List of Extremist Materials.
- On May 28, 2012, it became known that the director of the Central Library System of the city of Shakhty, Rostov Region, was found guilty of an administrative offense under Art. 20.29 of the Code of Administrative Offenses (storage for the purpose of mass distribution of texts included in the published federal list of extremist materials). The reason for initiating a case against the director of the Central Library Service was the fact that during the audit it turned out that in the fund of the library system there were freely available materials recognized as extremist: two copies of Joseph Goebbels' book "The Diaries of 1945. The Last Records" and three copies of "Hitler's Table Talk" Henry Picker. The library director was fined 2,000 rubles and the books were confiscated.
- On May 25, 2012, the prosecutor's office of the Tyumen region announced that the prosecutor's office of the Leninsky district of Tyumen had submitted a proposal to eliminate violations of the law on countering extremism to the head of the city library system. The reason was, in particular, the fact that in a number of city libraries there was no reconciliation of funds with the Federal List of Extremist Materials, and a book recognized by the court as extremist was found in the library system.
- On May 23, 2012, it became known about the submissions made by the Prosecutor's Office of the Ilovlinsky District to the directors of the Ilovlinsk Inter-Settlement Central Library - due to the fact that the version of the Federal List of Extremist Materials was outdated at the time of the check, and to the director of the Ilovlinsk Children's Library - since there was no Federal List of Extremist Materials.
- On May 16, 2012, it became known that a protest and a proposal to eliminate violations of the law on extremism were submitted to the rector of one of the Omsk universities. The reason was that during the check in the library of the university, five books were found that are included in the Federal List of Extremist Materials, with which the contents of the collections and publications received by the library were not verified.
- On May 14, 2012, it became known that, as a result of an audit conducted by the prosecutor's office of the Leninsky district of Astrakhan, responsible persons of a number of educational institutions of the district were reprimanded. The reason for the disciplinary punishment was, in particular, the fact that the libraries of institutions did not establish a procedure for checking funds and incoming literature with the Federal List of Extremist Materials.
- On May 4, 2012, the prosecutor's office of the Argayashsky district of the Chelyabinsk region announced the protests brought against the Regulations on the library, adopted in 12 schools of the district. There was no clause in these Regulations that library funds are formed taking into account the Federal List of Extremist Materials.
- On April 26, 2012, it became known about a lawsuit filed by the prosecutor's office of the Kolosovsky district of the Omsk region with a demand to withdraw from the fund of the central regional library of the village of Kolosovka, Kolosovsky district of the Omsk region, the book of Joseph Goebbels "The Diaries of 1945. Recent Records". The defendant voluntarily satisfied the requirements of the prosecutor's office, without waiting for the court's decision.
- April 25, 2012 about the submissions of the Iskitim Interdistrict Prosecutor's Office of the Novosibirsk Region, submitted to the heads of the administrations of the city of Iskitim and the Iskitimsky District, as well as about 10 statements of claim against the directors of the district schools due to the fact that school librarians did not have a copy of the Federal List of Extremist Materials and did not carry out reconciliation of funds and incoming literature with the version of the list published on the website of the Ministry of Justice.
- On April 11, 2012, the prosecutor's office of Birobidzhan of the Jewish Autonomous Region announced the presentation made to the head of the Central City Library of Birobidzhan. A violation of the law is seen in the fact that although the acquisition and processing department of the institution has a copy of the Federal List of Extremist Materials, the list is regularly updated and the funds are checked against it, the official responsible for this activity has not been identified.
- On April 10, 2012, it became known that the prosecutor's office of the Kupinsky district of the Novosibirsk region made 52 submissions to 35 school directors, the head of the education department, directors of cultural and leisure centers and the head of the central district library due to the fact that no reconciliation of funds was carried out in the libraries of the Kupinsky district with the Federal List of Extremist Materials and were not appointed responsible for this activity.
- On April 10, 2012, the prosecutor's office of the Kurgan region announced the presentation made by the head of the department of culture of the administration of the Mishkinsky district of the Kurgan region in connection with the fact that the books "Diaries of 1945. The last entries of Joseph Goebbels" and "Life - as did it originate? By evolution or by creation?"
- On April 9, 2012, the prosecutor's office of the Voronezh region announced that the Borisoglebsk interdistrict prosecutor's office brought protests against 9 acts of the libraries of a number of educational institutions in the city. The reason was that, as a result of the check, it turned out that the libraries of two higher, as well as secondary specialized institutions, did not check the funds with the Federal List of Extremist Materials, and when replenishing the funds, the ban on the distribution of extremist materials was not taken into account. The protests were considered by the court and satisfied.
- On April 5, 2012, the Center for Combating Extremism of the Ministry of Internal Affairs of the Russian Federation for the Omsk Region announced an audit conducted jointly with the Omsk prosecutor's office, which resulted in five submissions made to directors of schools in the Sovetsky district of Omsk. A violation of the law was seen in the fact that new receipts in the funds of school libraries were not checked against the Federal List of Extremist Materials.
- On April 4, 2012, the prosecutor's office of the Kurgan region announced that a motion had been submitted to the director of the Katai regional library to eliminate violations of the law. The reason was that during the check in the library fund for public viewing was presented a banned book by Henry Picker "Hitler's Table Talk". The prosecutor's office also filed a lawsuit with the Katai District Court to restrict the free use of this book.
- On March 28, 2012, the Rossosh inter-district prosecutor's office of the Voronezh region reported that school libraries in the city of Rossosh were not updating the Federal List of Extremist Materials and reconciling existing books with it. Representations were made to the directors of the city's schools, their number was not indicated in the message of the prosecutor's office.
- On March 28, 2012, it became known about the submissions that the prosecutor's office of the Kostroma district of the Kostroma region issued to the head of the Samsonovsky rural settlement and the director of the Central Library Service of the Kostroma region due to the fact that the rural libraries did not have copies of the Federal List of Extremist Materials.
- On March 23, 2012, the prosecutor's office of the Udmurt Republic reported that the Udmurt prosecutor's office for supervision of compliance with laws in correctional institutions submitted a submission to the head of FKU IK-7 UFSIN of Russia for the UR, which raised the issue of bringing a number of employees of the correctional institution to disciplinary responsibility. The reason for the submission was that as a result of a check in the library of the residential area of the colony, three forbidden books by Said Nursi were found.
- On March 14, 2012, it became known that the prosecutor's office of the Lebedyansky district of the Lipetsk region filed a lawsuit against local authorities in connection with the fact that, according to the results of an audit, a copy of the Federal List of Extremist Materials was missing in 26 rural libraries of the district, and reconciliation of the library fund and incoming literature has not been reviewed.
- On February 27, 2012, it became known that the prosecutor's office of the Vyazemsky district of the Khabarovsk Territory appealed to the district court demanding to oblige the central district library of the city of Vyazemsky to close access to the books of Joseph Goebbels "The Diaries of 1945. Recent Records" and Henry Picker "Hitler's Table Talk". The defendant satisfied the requirements of the prosecutor's office without waiting for the court's decision, after which the civil proceedings were terminated.
- On February 17, 2012, the prosecutor's office of the Chelyabinsk region announced that, at the request of the prosecutor's office of Snezhinsk, six libraries of educational institutions of the city "were brought into line with the requirements of federal legislation" in the "Regulations on the library." As the prosecutor’s office points out, earlier “contrary to the requirements of the legislation on countering extremism, institutions allowed the free formation of literary funds,” and “the Regulations did not contain an indication of a ban on the distribution and storage of extremist literature, as well as other information that negatively affects minors.”
- On December 16, 2011, the prosecutor's office of the Mordovskiy district of the Tambov region reported on the submission made to the director of the regional inter-settlement central library due to the fact that the reconciliation of funds and incoming literature was carried out according to an incomplete version of the Federal List of Extremist Materials, the obligation of such reconciliation was not enshrined in the job descriptions of librarians, and there were no reconciliation plans.
- On December 13, 2011, the Vsevolozhsk city prosecutor's office (Leningrad region) announced that it had submitted submissions to the heads of administration of the Sertolovo, Sverdlovsk urban settlement, and Zanevskoe rural settlement districts. The reason was that the library staff in these areas did not have the Federal List of Extremist Literature.
- On December 12, 2011, it became known about 20 submissions made to the directors of educational institutions by the prosecutor's office of the city of Pavlovo, Nizhny Novgorod Region, due to the fact that the city's school libraries did not establish a procedure for reconciling library funds and incoming literature with the Federal List of Extremist Materials. According to the prosecutor's office, the regulations on libraries "have been amended accordingly", and 13 people have been brought to disciplinary responsibility.
- On December 8, 2011, it became known about the submission to the heads of three educational institutions (two universities and a vocational school), made as a result of an audit conducted jointly by the Omsk prosecutor's office and the Center for Combating Extremism of the Police Department of the Ministry of Internal Affairs of Russia for the Omsk Region. The libraries of these educational institutions had publications included in the Federal List of Extremist Materials. Unfortunately, the names of educational institutions and the names of materials, access to which you want to restrict, are not indicated.
- On November 23, 2011, the prosecutor's office of the Staroyuryevsky district of the Tambov region reported on the submission made to the head of the district due to the fact that the reconciliation of the library fund for the presence of publications included in the Federal List of Extremist Materials is carried out in the district inter-settlement library once a year, and not at the time of each replenishment of the library fund.
- On November 21, 2011, the Prosecutor's Office of the city of Muravlenko (YaNAO) announced that the director of the Central Children's Library of the city was fined under Art. 20.29 of the Code of Administrative Offenses of the Russian Federation (storage for the purpose of mass distribution of extremist materials included in the published federal list of extremist materials). The reason was the presence in the fund of banned books "Hitler's Table Talk" and "Joseph Goebbels. Diaries of 1945. Recent Entries".
- On November 2, 2011, the prosecutor's office of the Gavrilovskiy district of the Tambov region reported on the submission made to the head of the district for the fact that the Gavrilovskaya Central Library did not check the library stock, incoming literature and audio-video materials with the Federal List of Extremist Materials.
- On October 27, 2011, the prosecutor's office of the Oktyabrsky administrative district of Omsk announced that it was found in the library at the trade union committee of the Omsk Motor-Building Association. P.I. Baranov's book by Joseph Goebbels "The Diaries of 1945. Recent Entries", included in the Federal List of Extremist Materials. The district attorney filed a lawsuit in which he demanded that the library be ordered to restrict access to the book. Court

- On October 11, 2011, the prosecutor's office of the Semenovsky district of the Nizhny Novgorod region announced the discovery in the Central Library of the city of Semenov of the book by G. Picker "Table Talk
Hitler", included in the Federal List of Extremist Materials. Based on the results of the submission, the book was destroyed, the director of the Semyonovskaya Library System MUK was brought to disciplinary responsibility.
- On September 30, 2011, the prosecutor's office of the Krasnodar Territory announced that the prosecutor's office of the Adler district of the city of Sochi had submitted a proposal to eliminate violations of the law on countering extremist activity to the director of the Central Library System of the city of Sochi. The reason was that the branches of the system, Sochi libraries No. 9 and No. 5, do not check funds and newly incoming literature with the Federal List of Extremist Materials and there is no subscription to Rossiyskaya Gazeta, in which it is published.
- On September 29, 2011, the prosecutor's office of the Tyumen region announced that the prosecutor's office of the Isetsky district had made submissions to eliminate violations of the law against the administration of the district's schools, 16 school directors were brought to disciplinary responsibility. The reason was, in particular, the fact that as a result of the check it turned out that the libraries of schools were not reconciled with the Federal List of Extremist Materials.
- On September 27, 2011, the prosecutor's office of the city of Zarinsk (Altai Territory) announced that three employees of the city's Central Library had been disciplined. The reason was the discovery in the collections of the library of Goebbels's book "Diaries of 1945. The last entries."
- On September 23, 2011, the prosecutor's office of the Zakharovsky district of the Ryazan region announced that 19 employees of the Central District Library and a number of its branches were disciplined. The reason was that the library collections were not checked against the Federal List of Extremist Materials.
- On September 19, 2011, the prosecutor's office of the Khlevensky district of the Lipetsk region announced that in two settlements of the district - the villages of Kon-Kolodez and Yeletska Lozovka - violations were found in the libraries of secondary schools. Namely, the Regulations on Libraries did not contain a direct ban on the distribution of extremist literature and did not impose on librarians the obligation to coordinate funds with the Federal List of Extremist Materials.
- On September 15, 2011, the prosecutor's office of the Sonkovsky district of the Tver region announced that it had submitted submissions about the inadmissibility of violating anti-extremist legislation against the head of the culture department of the district administration and directors of 14 local libraries. The reason was that they did not have a copy of the Federal List of Extremist Materials.
- On September 14, 2011, the prosecutor's office of the Sormovsky district of Nizhny Novgorod announced that during the audit violations of the law on countering extremism were revealed at schools No. 77, 26, 76, 85, 27 and gymnasium No. 80. The prosecutor's office found that school libraries were not reconciled with the Federal List of Extremist Materials. Unfortunately, there is no information on the measures taken by the prosecutor's response.
- On September 12, 2011, the prosecutor's office of the Leningrad Region announced that the Volkhov city prosecutor's office had submitted a proposal to eliminate violations of the law on countering extremism to the head of the Volkhov Cultural and Information Center named after. A.S. Pushkin. The reason was that the libraries of the center were not reconciled with the latest version of the Federal List of Extremist Materials.
- On September 5, 2011, the prosecutor's office of the Saratov region announced that the prosecutor's office of the Baltai region issued a recommendation to eliminate violations of the law on countering extremism against the director of the inter-settlement centralized library system of the Baltai region. The reason was that in the central library of the district and its rural branches there was no reconciliation of funds with the Federal List of Extremist Materials.
- On September 1, 2011, the prosecutor's office of the Ryazan region announced that the heads of the Central District Library, the city and children's libraries of the city of Novomichurinsk had been submitted submissions on the violation of anti-extremist legislation. The reason was the absence of the Federal List of Extremist Literature in the libraries.
- On August 16, 2011, the prosecutor's office of the Tver region reported that the prosecutor's office of the Kalyazinsky district had taken response measures to eliminate violations of the law on countering extremism. The reason was that, as a result of the check, it turned out that the libraries of the general education schools of the district do not check the funds and incoming literature with the Federal List of Extremist Materials, and the Kalyazinsky District Inter-Settlement Central Library is guided by an incomplete version of the list.
- As it became known on July 29, 2011, the district prosecutor's office issued a warning to the head of the Primorsky Regional Public Library about the inadmissibility of extremist activity. The reason was the presence in the library of two copies of a banned book about Hitler.
- On July 4, 2011, the Magistrate's Court of Judicial District N3 of the Kirovsky District of Yekaterinburg recognized
guilty under Art. 20.29 of the Code of Administrative Offenses of the Russian Federation (storage for mass
dissemination of extremist materials) Director of the Zonal Scientific
library FGAOU HPE "Ural Federal University named after the first
President of Russia B.N. Yeltsin" Galina Kudryashova. She was sentenced to
a fine for the fact that A. Okorokov's book "Fascism and
Russian emigration" and the article "Chechen Republic" from the "Big
encyclopedias" of the publishing house "Terra", included in the Federal List
extremist literature.
