M. Darbinyan's second statement concerned a letter from a member Public Chamber of the Amur Region Irina Militskaya, in February 2011 sent addressed to the Secretary of the Public Chamber of the Amur Region N.L. Gryzlova. In a letter said: " I consider it necessary to bring to your knowledge that the Commission includes V.N. The pastor's statement emphasizes that " the author [of the letter] actually claims that even communication with a group of persons who are parishioners of the New Generation Church, in itself already has a vicious character and has a negative impact on the implementation of the Public Chamber of the Amur areas of their functions .
