We publish the traditional monthly review of manifestations of xenophobia and of radical nationalism and opposition to them by the state in July 2011. The review is based on the materials of the daily monitoring of the SOVA Center.
In July 2011 from racist and neo-Nazi motivated violence at least 4 people were injured - in Moscow, St. Petersburg and the Nizhny Novgorod region. victims attacks were black passers-by and coming from Central Asia.
Since the beginning of the year, 15 people have died and 70 have been injured from racist violence. people, 7 received death threats. The incidents were recorded at 19 regions of Russia, and Moscow remains the main focus of violence (6 dead, 18 wounded) with the Moscow region (3 dead, 7 wounded) and St. Petersburg (3 dead, 20 injured). In other regions, the number of victims is not more than 4 people. The main targets of attack are the natives Central Asia (8 dead, 17 wounded), representatives of the left and youth groups (14 wounded), natives of the Caucasus (6 dead, 4 wounded).
In July 2011, 13 acts of vandalism were recorded, in which suspect xenophobia. The main objects of attack are still ideologically significant monuments (7 cases). In addition, Jewish (4 cases), Muslim objects (1 case) and the building of Jehovah's Witnesses (1 happening).
It should be noted that several actions took place in Moscow at once on the night of July 11-12: an explosion in the building of the prosecutor's office on Picturesque Street, an attempt to set fire to a synagogue in Otradnoe, the appearance of numerous neo-Nazi graffiti on the house on the street Bashilovskaya and at the Mexican Embassy in Bolshoi Levshinsky Lane. Maybe, all these actions were connected with the fact that on July 11 a verdict was passed in the case of a neo-Nazi grouping NSO-North.
Since the beginning of the year, we have recorded 45 acts of neo-Nazi vandalism in Russia in 20 regions of the country.
In July 2011, there were at least 7 convictions for racist violence, in which the motive of hatred was recognized by the court - in Moscow and Moscow region, Kemerovo, Nizhny Novgorod, Novosibirsk and Chelyabinsk regions, the Republic of Tatarstan. was the loudest The already mentioned verdict Moscow District Military Court in the case of the ultra-right group NSO-North, whose members were accused of committing a series of crimes, including 27 murders. In total, 25 people were convicted in these trials. people, 5 of whom received life sentences (all - NSO-North), 14 more were sentenced to various terms of imprisonment, suspended sentences 5 persons received the conclusions.
In total, since the beginning of the year, 35 sentences for violent crimes in which the court recognized the motive of hatred. These processes were 145 people were convicted, incl. 8 people received life sentences freedom, 77 were sentenced to various terms of imprisonment.
In July 2011, 7 indictments were issued for xenophobic propaganda sentences in the Altai Territory, the Republics of Altai and Komi, Khanty-Mansiysk autonomous district-Yugra, Kirov and Chelyabinsk regions. According to these sentences 7 people were convicted, 3 of whom were sentenced to compulsory labor, 1 person to restriction of freedom, 1 person to a suspended sentence, 1 was fined, 1 received three years in prison (together with previous crimes).
In total since the beginning of 2011 for xenophobic propaganda, 39 sentences were handed down against 43 people.
During the past month, the Federal List of Extremist Materials replenished three times, paragraphs 897-918 were included in it. The list has been replenished RNU materials, issues of the magazines "Ateney", "Korpus", "Russian Will", materials Jehovah's Witnesses. In addition, on July 20, V. Istarkhov’s book “Blow Russian gods”, which is already listed in paragraph 289. (Today item 289 is in the list illegally, since the judgment has been cancelled). Thus, today the list is 918 items. 38 positions in the list "zeroed" (materials excluded with the same numbering), 5 of them were deleted as duplicating each other, the remaining 33 were removed, because decisions to recognize these extremist materials were cancelled. 37 positions reflect duplicate each other other court decisions (and this is not counting those included in the list of the same texts, but with different output data). And 1 position is duplicated absolutely, that is, it re-reflects a judgment previously listed.

On July 6, Rossiiskaya Gazeta published for the first time the list of organizations prepared by Rosfinmonitoring and individuals in respect of whom there is information about their involvement in extremist activity or terrorism”. The list is in two parts "foreign" (104 organizations, 401 people) and "Russian" (46 organizations, 1510 people). Only the open part of the list has been published - according to legal and individuals in respect of which there are already court decisions.
