On July 28, 2011, the Ministry of Justice announced that a decision had been made on the refusal of state registration of the creation of the All-Russian political VOLIA party.
Documents for state registration of the creation of the VOLIA party were submitted on June 23, 2011.
According to the Ministry of Justice, the charter of the party contains provisions that contradict the Law on political parties, other federal laws. In particular, the provisions charter provides for the possibility of the activities of the regional branch party without electing its permanent governing body, which contrary to the law.
In addition, the information contained in the submitted to the state party registration documents, does not meet the requirements of Article 23 of the Law on political parties. According to the law, members of a political party may be citizens of the Russian Federation who are registered with the regional branch of a political party according to place of permanent or predominant residence. However, during the sampling verification found that the documents of the Party contain information about people who died before the founding congress of the Party on December 24, 2010, as well as information about people who are not registered at the specified place of residence.
Denial of state registration of the Party may be appealed.
