September 2011. Results of the month

We publish the traditional monthly review of manifestations of xenophobia and of radical nationalism and opposition to them by the state in September 2011. The review is based on the materials of the daily monitoring of the SOVA Center.

In September 2011, from racist and neo-Nazi motivated attacks one person was injured - a native of Tajikistan was killed in the Moscow region.

Since the beginning of the year, 16 people have died and 90 have been injured from racist violence. people, 7 received death threats. Racist attacks have been recorded in 25 regions of Russia. Moscow remains the main hotbed of violence (7 dead, 19 wounded) with the Moscow region (4 dead, 7 wounded) and St. Petersburg (3 dead, 22 wounded). The main targets of attack are the natives Central Asia (9 dead, 19 injured), representatives of the left and youth groups (16 injured), representatives of various religious groups (16 injured), natives of the Caucasus (6 dead, 9 injured), blacks (12 people).

In September, there were at least 9 acts of neo-Nazi vandalism. During this period, Protestant objects and buildings of the Witnesses were damaged. Jehovah" (4 cases each), Orthodox objects (2 cases) and Muslim objects (1 case). In total, in 2011 we recorded 61 acts of racist vandalism in 26 regions of the country.

In September 2011, there were at least 3 convictions for cases of racist violence in which the motive of hatred was taken into account - in the Astrakhan, Irkutsk and Nizhny Novgorod regions areas. In these trials, 7 people were convicted, all of them were sentenced to various terms of imprisonment. The most notable of the verdicts were the decisions two gangs of neo-Nazis from Nizhny Novgorod (the convicts received from 21 to 25 years in a strict regime colony) and from Irkutsk . The leader of the Irkutsk group - Evgeny Panov (Boomer) - previously had multiple convictions for violent crimes, motivated by national hatred.

Since the beginning of the year, there have been at least 43 convictions for racist violence, in which the motive of hatred was taken into account, against 165 people in 25 regions of the country (8 sentenced to to life imprisonment, 92 to imprisonment, 53 were sentenced to probation, 2 were sentenced to correctional labor, 1 to detention in a disciplinary military unit, 9 people were released from punishment, 2 justified).

For xenophobic propaganda in September 2011, at least 4 sentences against 4 people - in the Astrakhan, Saratov and Tyumen regions, Republic of Komi. In total, in 2011, in cases of racist propaganda, 51 sentences against 55 people in 34 regions.

One person was convicted for organizing an extremist community in September 2011 from the leaders of the organization "Northern Brotherhood" Anton Mukhachev (Fly); He was sentenced to nine years in prison. Total in In 2011, three such sentences were handed down. (In August, another leader of the Northern Brotherhood, Oleg Troshkin, and in the winter of 2011 - the leader of the Protvino branch of the DPNI, in whose verdict also contained an article for organizing an extremist community).

During the past month, the Federal List of Extremist Materials replenished twice (September 14 and 26), it included paragraphs. 967-979. The list was supplemented by anti-Semitic books published by Russkaya Pravda, Russkiy Bulletin", "Vityaz", well-known among the ultra-right brochures "Roar" and "The Smell of Death", NBP website, materials of Jehovah's Witnesses .
