Moscow: See the future

In September, with the participation of Polit.ru, a series of expert seminars was launched, which should help develop a Moscow development strategy. We open a series of publications devoted to the development of the city. The capital needs a long -term development plan and a well -thought -out strategy that would take into account the needs of Moscow as a city that is convenient for life, the realization by the city of capital's functions and the creation of a world financial center.

Open seminars, at the beginning of the conversation, the founder of Polit.ru Dmitry Itskovich noted, suggest the statements of experts, politicians, entrepreneurs who adhere to different positions on the development of the city. But within the framework of the seminars, their participants work on a common task, find the points of contact of their positions.

The society prevails with a very dismissive attitude to the development of development strategies itself, Istkovich added. And this is to a certain extent fair, because work on the strategy, as one witty person said, is “a way to make any nonsense today, transferring responsibility for later”. Nevertheless, work on the strategy is necessary, because while the personality or team does not have the image of the desired future, it is impossible to move forward.

The development strategy of Moscow should formulate the target image of the city by 2025, said the deputy mayor for economic policy Andrei Sharonov. To draw it, it is necessary to analyze the state of affairs in all sectors and areas of development of the city and understand what the expectations of the main social groups are regarding the future capital. These groups should include the government, business, and various groups that make up civil society.

“In relation to strategies, the tradition is bad,” agreed Sharonov and Iskovich, “I did not have to see a complete strategy, which became the basis for a more or less consistent and successful, implemented plan of action.” In addition, Moscow begins work on a new development strategy just a year and a half after working with the same name was organized by the former leadership of the city hall. This is an important experience, Sharonov noted: despite a solid analysis of the situation, that work had several significant drawbacks, the most important of which is a strict orientation on the expectations of officials, in the limit reaching the position “What do you delay?” Strategic documents are often made on the basis of such an attitude. In addition, their authors distribute “all sisters in earrings”, as if the simultaneous and uniform development of all spheres of life is possible. In this case, it is not clear from the strategy what development will be concentrated on, and from which, on the contrary, it is planned to refuse.

The new strategy will be prepared in a situation where a decision related to the expansion of Moscow has already been made, Sharonov noted. This puts those who deal with urban development, qualitatively new tasks. Finally, when working on the strategy, not only the result, but also the process is important. In the discussion of the idea of ​​the future of Moscow, I would like to involve urban elites. The development of a strategy should become a platform for the interaction of elites on the topic of which city they want to live in the near future and by 2025, Sharonov said.

Another difficulty in developing a city development strategy is due to the fact that often an analysis of the situation reveals a sphere that the state does not pay sufficient attention, but at the same time it is federal competence. In such a situation, it is necessary to decide whether the city should compensate for the lack of attention, finance, competent management decisions and understanding on its own, or it is necessary to develop such a sphere at the expense of an agreement with the federal government. After all, the city cannot simultaneously improve the situation "in all directions."

Work on compiling a Moscow development strategy is extremely important and necessary, the director of the forum analytical center Ekaterina Malofeeva, who coordinates the work on the creation of the International Financial Center, agreed. Indeed, so far in urban development there was no "meaningfulness, logic and sequence of actions." Even in the creation of the MFC, it is noticeable that “everyone is trying to do everything on their own,” and at some point Moscow even undertook to build MFC with great enthusiasm, without trying to understand what people who would work in it need. The development of the city should become taken into account how its future the capital's elites see, and what its population wants from the city. The development of the mechanism for combining these interests is a very interesting task, Malofeeva noted.

As the first open seminar showed, the chances that the dialogue will take place is. Muscovites are characterized by social activity, the capital has a “creative class” that is ready to equip his life, which is not indifferent to how the urban environment will be organized. And the metropolitan government is interested in public discussion and expert study of the strategy. So that as a result, a “applied document that would become a goal -setting tool for a large state machine with a large number of ineffectively used resources now arose.”
