Recognition of the Circassian genocide as extremism

September 23, 2011 Office of the Ministry of Justice of the Russian Federation for the Republic Adygea issued a warning about the inadmissibility of extremist activity Adyghe republican public movement "Circassian congress".

The occasion was a letter of thanks from the chairman council of Murat Berzegov's movement, published by him on the website of the organization. IN In a letter, Berzegov thanks the Parliament of Georgia for recognizing "the fact of the Genocide of the Circassians (Adyghes) carried out by the Russian state during the Russian-Circassian war of 1763-1864.

According to the Ministry of Justice, "such statements contrast the Russian and Circassian peoples, therefore, incite national strife ." In addition, the Ministry of Justice reproaches organization in the falsification of historical facts, because "historiography uses the term" Russian-Caucasian war", the term "Russian-Circassian war" is not used .

Note that the last reproach, whether fair or not, is not related to anti-extremist legislation.

The statement, however, that one or another term for designation events that occurred more than a hundred years ago, may be extremist, in our view is contrary to common sense. Moreover, the Ministry of Justice does not deny the very the fact of the war and the extermination of the Circassians, but only disputes what word it is better to call.

In addition, such an interpretation of the excitation of the national hatred contradicts the recent Resolution of the Supreme Court of the Russian Federation , where about composition of Art. 282 of the Criminal Code of the Russian Federation states: "statements, substantiating and (or) affirming the need for genocide, mass repressions, deportations, committing other illegal actions, including the use of violence against representatives of any nation, race, adherents of that or other religion and other groups of persons " . Name the consequences of the war genocide, and the Russian-Circassian war itself, and not the Russian-Caucasian one, does not mean justify the need for illegal actions.

Murat Berzegov announced his intention to appeal the warning in a court.
