The editor-in-chief of the TLTgorod website was fined for illustrating an article about a Nazi.

December 22, 2011 Magistrate's Court No. 112 of the Samara region recognized the main editor of the Togliatti online media TLTgorod Sergei Davydov guilty under part 1 Article 20.3 of the Administrative Code of the Russian Federation (propaganda and public displaying Nazi symbols).

Davydov was fined 500 rubles.

Interestingly, the court based its decision not on the legal definition of the word "propaganda", but on the definition of Ozhegov's dictionary.

In the ruling, the court stated that entail administrative responsibility acts "performed for purposes other than associated with Nazi propaganda paraphernalia and symbols, including, in in particular, scientific research, artistic creation, preparation other materials condemning Nazism, or recounting historical events, and the accused did not provide the relevant evidence. Note that side charges thus violated Davydov's presumption of innocence.

Note that the problem of public demonstrations of Nazi and similar with it, the symbolism, unfortunately, is more complicated, than misinterpretation and application legislation. Existing Laws theoretically give the right to attract to responsibility for any demonstration such symbolism, not even related to propaganda.
