In early January 2012, it became known that on November 24, 2011 2009, a world court ruled that the worship of Jehovah's Witnesses was legal. The administrative case against the head of the local organization was filed on the initiative of the FSB Department and the district prosecutor's office, who accused the head of the community in conducting "unauthorized worship". The court confirmed that "carried out the event was a form of worship of a religious organization held in a form of assembly that did not require notification of the local self-government body”.
