The administration of Perm donated the maternity hospital building to the diocese to create a women's clinical diagnostic center

On January 11, 2012, it became known that at the end of December 2011, the administration of Perm decided to transfer the building of the Perm maternity hospital “Aistenok” to the Perm diocese, which intends to open a “Women’s Health Clinic” in this building.

The maternity hospital was closed for renovations in 2008, and then the building was put up for auction. The winner of the auction was Perm Shipyard LLC, among the founders of which are two representatives of the diocese - the secretary of the diocesan administration Andrey Litovka and the head of the construction department Igor Gruzintsev (general director of the company).

"Perm Shipyard" entered into a lease agreement, but did not sign the property acceptance certificate, because “overestimated her own strengths and capabilities.” As a result, the lease agreement was terminated, and the building was transferred to the Perm diocese free of charge.

Deputy mayor Nadezhda Kochurova explained in her blog that “the conclusion of agreements providing for the transfer of rights of ownership and (or) use of state or municipal property can be carried out without holding a tender, including when granting these rights to such property to medical institutions of the private system health care."

The head of the Federal Antimonopoly Service for the Perm Territory, Dmitry Makhonin, told Kommersant that the transfer of municipal property without competition to church, charitable or other non-profit organizations is not a violation of the competition law, and there have been no complaints about the actions of the authorities in connection with the transfer of the building to the diocese.
