The case of the Oryol Partisans was brought to court

On January 19, 2012, an indictment in the criminal case of members of the far-right group “Oryol Partisans” was approved in Oryol. The case was transferred to the 3rd District Military Court. 12 young people accused of committing 40 crimes will soon be in the dock.

They are charged with part 2 of article 213 (hooliganism), part 2 of article 167 (deliberate destruction or damage to property by arson, explosion), part 1 of article 280 (public calls for extremist activities), paragraph "a" , "c" part 2 of article 205 (terrorist act), part 3 of article 30, paragraphs."a", "e", "g", "h", "l" part 2 of article 105 ( attempted murder by a group of persons motivated by hatred), paragraphs "g", "l" Part 2 of Article 105 (murder committed by a group of persons motivated by hatred), Part 3 of Article 30, paragraphs. “a”, “g”, “l” part 2 of article 105 (attempted murder), part 1, part 2, part 3 of article 222 (illegal acquisition, storage, transportation or carrying of weapons, explosives and explosive devices committed by an organized group), Part 3 of Article 223 (illegal production of explosive devices committed by an organized group), Part 1, Part 2 of Article 209 (banditry and participation in a gang), Part 1, Part 2 Article 282.1 (organization of an extremist community and participation in it) of the Criminal Code of the Russian Federation.

According to the Investigative Committee, the leader and main organizer of the group is Major of the Federal Security Service (FSO) Viktor Lukonin, who taught physical training at the academy. Having become a teacher, he began to create a group at the academy. He organized performances by right-wing radical activists at the FSO Academy and organized a camp for young Nazis near Orel. The first recruits were students Anton Gavrin and Ilya Bagrov, who were studying in their fifth year at the university. Soon the fourth member, Konstantinov, joined the group. In a rented garage in the Progress cooperative, members of the group began to assemble explosive devices.

The reason for the start of the active work of the group’s activists was the murder of student Kirill Konstantinov committed in Orel in September 2009, which caused a great resonance. “Partisans” threw Molotov cocktails at one of the police strongholds. Following this, the group carried out a number of similar attacks on the buildings of departments of the Ministry of Internal Affairs and the prosecutor's office (in particular , they are suspected of setting fire to a local police station on July 19, 2010 on 4th Kurskaya Street and blowing up the building of the prosecutor's office of the Zheleznodorozhny district of Orel on July 16, 2010). They also set fire to the Na Gorodskaya cafe, run by natives of the Caucasus, an Orthodox chapel on the outskirts of the city, and a sex shop. In addition, members of the group are also accused of attempted murder of natives of Armenia in April 2010 (one of the victims subsequently died).

The most notorious crime was the explosion in the Indira cafe on August 9, 2010, City Day, which injured four people. At the crime scene, the arsonists scattered leaflets with the “Appeal of the Oryol Partisans,” which was published on the Internet.

The group’s “chief explosives engineer,” Vladimir Artamonov, used a mobile phone with a SIM card in the bomb design. Using this map, the operatives found the bomber, who, after several interrogations, betrayed the entire group to the security forces. Detentions of “Oryol partisans” took place not only in Oryol, but also in other cities of Russia, in particular in Rybinsk and near Moscow, where former cadets served in FSO units. In addition to V. Lukonin, nine people ended up in custody, two more were released on their own recognizance or bail.
