According to investigators, the defendants from May to June 2011 in the city of Ussuriysk made several attacks on people of “non-Slavic appearance”, as well as were going to plant an explosive device near the building of the Federal Migration Service of the Russian Federation for the Primorsky Territory "during the largest concentration of non-Slavs near the building. They purchased TNT, detonators and store them where they live. The young people were unable to carry out the explosion because their actions were stopped by the FSB officers in Primorsky Krai ..
