On January 28, 2012, Russian Prime Minister Vladimir Putin approved a plan to introduce the “Fundamentals of Religious Cultures and Secular Ethics” in all Russian schools in the 2012/2013 academic year.

According to this plan, in February-August 2012, teachers of this course must undergo advanced training courses. By March, students and their parents must choose one of the course modules. The Ministry of Education and Science has been instructed to ensure the creation of a specialized Internet portal containing teaching materials and necessary information.

On January 31, 2012, the Minister of Education and Science signed an order to include ORKSE in the federal component of state educational standards.
