The Vedomosti newspaper published on March 16, 2012 an article by A. Verkhovsky "How distinguish a prisoner of conscience from an extremist .
The article was published in abbreviation. In particular, it did not include actually a list of those who are currently deprived of liberty under the articles of the Criminal Code, which can be conditionally considered "political".
We present this list.
List of imprisoned "extremists"
As indicated in the article in Vedomosti, in practice, the main such articles UK are:
214, part 2 (Hate-motivated vandalism),
244, part 2, paragraph “b” (Desecration of the bodies of the dead and their burial places motivated by hatred),
280 (Public calls for the implementation of extremist activity),
282 (Inciting hatred or enmity, as well as humiliation human dignity)
282-1 (Organization of an extremist community),
282-2 (Organization of activities of an extremist organization).
Other articles such as Art. 205-2 (Public calls for carrying out terrorist activities or publicly justifying terrorism), part 3 art. 212 (Calls for mass riots or participation in them, as well as calls for violence against citizens), Article 278 (Forcible seizure of power) are used extremely rarely. Although, in relation to Article 205-2, we can do something to miss, as we do not monitor anti-terrorist activities in republics of the North Caucasus.
This list does not include those who have general criminal articles, even if there is a suspicion that the accusation is falsified, as well as those who are not sentenced to imprisonment, who have already been released, and even more so those who are still just under investigation.

An unknown criminal was convicted on February 21, 2011 by Dinsky District Court of the Krasnodar Territory for the Nazi pogrom at the village cemetery for 2 years in a penal colony.

Art. 280
Viktor Chulkin, Union of the Russian People, Khabarovsk. convicted 12/15/2009 for 4 years in prison in conjunction with the previously issued sentence under Article 282.
Ivan Rozenko, Slavic Union, Sakhalin. 07/26/2010 sentenced to 4 years in a colony-settlement in conjunction with Art.Article. 282 and 282-1, since the group not only carried out propaganda, but also committed violent crimes and openly called for violence. Rozenko himself has general criminal articles not in the judgment.
Alexander Arteev, Maykop. Convicted on February 24, 2011 under Art. 280 and 205-2 for calls for terrorist Islamist activities for 3.5 years settlement colonies. His articles were placed on a certain website of Said Buryatsky.
Alexander Ishchenko, supporter of Colonel Kvachkov, Abakan. Convicted on February 27, 2012 for inflammatory propaganda, including anti-Semitic propaganda according to part 2 of Art. 280 and part 1 of Art. 282 to a year and 9 months in prison.
Airat Dilmukhametov, Ufa. Convicted under Part 1 of Art. 280 along with part 1 of article 282 and from article 205-2 of the Criminal Code for the publication of the Maidan newspaper and the Revinform website, combining elements of Bashkir nationalism and political Islam, for 3 years settlement colonies, respectively. This decision was made on 04.10.11 in the cassation instances.

Below, those convicted under Article 280 are no longer mentioned either (see. higher).
Zhavat Kamalov, Chingiz Khalafov - Chingiz-Chelyabinsk, group of Bashkir nationalists. Convicted on 06/01/2010 for their campaigning for 2 years and 8 months in total with the extremely rarely used part 3 of article 212.
Konstantin Dushenov, website and newspaper "Orthodox Rus", Saint Petersburg. Convicted on 03.02.2010 for constant anti-Semitic incitement to 3 years in a colony-settlement. 07/16/2011 transferred to normal colony for violations of the regime.
Vladimir Masalovich, Komi Republic. 09/15/2011 convicted for promoting hostility towards the Komi people on the Internet for 8 months in a colony-settlement.
Unknown teenager, Cheboksary. 08/04/2011 convicted of some propaganda on the Internet for 2 years and 2 months. (At the time of the crimes, he was on probation for drug trafficking, and by the time sentencing was already in the colony for violations of the regime.)
Yuri Kuzmenkov, Tula. Convicted on 06/07/2011 for a leaflet with calls for violence against people from the Caucasus for 1 year in prison, but together with another sentence, for theft, received a year and a half in a colony strictly mode.
Ruslan Kamalov, Kalmykia. 02/16/2011 sentenced to 2 years settlement colonies for leaflets with some anti-Kalmyk appeals.
Art. 282-1
Those serving sentences only for this and other listed there are no articles here, except for the aforementioned neo-Nazi Rozenko. For this article sit only far-right, condemned by groups for violent crimes, as well as two people from the Northern Brotherhood group, which was actively engaged in inciting to violence, also convicted of fraud.
Art. 282-2
Although many National Bolsheviks were previously convicted under this article, now none of them, convicted precisely under the listed articles, is in custody.
Everyone who sits under Art. 282-2 of the Criminal Code, are people convicted of (alleged) participation in various Muslim organizations and movements. We have there are no complete data on this category of prisoners (Elena Ryabinina, Institute of Human Rights, which deals specifically with this category of citizens).
Only recently began criminal cases against the followers of the Turkish Sufi Said Nursi, so that these convicts, apparently, are known to everyone. Departure punishment so far, maximum, three, namely, a group in Nizhny Novgorod. 10/11/2011 Gasanov E.S. sentenced to 1 year colony settlements, Safarov A.V. and Khayarov R.F. - 8 months in a colony-settlement every.
The largest number of convicts under Article 282-2 of the Criminal Code are those who was convicted for membership in the radical Islamist party Hizb ut-Tahrir al-Islami", groundlessly banned as terrorist. Now in conclusion on charges only under Article 282-2 are:
group of Ildar Ibragimov, Ufa. Of these, 4 people sentenced on February 14, 2012 to 16 months each;
group of Ildar Shaikhutdinov, Kazan. 08/01/11 sentenced to terms from 1 to 2.5 years, three of them are still in prison;
group in the city of Davlekanovo (Bashkortostan). 22.02.12 Zabir Gataullin and Alexander Streltsov were sentenced to 13 months in a colony-settlement;
group in the city of Tuimazy (Bashkortostan). 11/22/11 alone a person was sentenced to 8 months, and two - to 6 months in a colony-settlement;
Abdurahim Toshmatov, Moscow. 11/30/11 sentenced to 1 year settlement colonies.
It should also be noted Almaz Khasanov, Shavkat Akhmedov, Ilnar Zyalilov and Dias Rafikov, who were arrested in December 2006 and sentenced in Kazan on 20.10.2009 to 8, 8 and 6 years in prison, respectively. In addition to Art. 282-2, they have Art. 205-1 (Assistance terrorist activities), art.150 (Involvement of minors) and even attempt under Article 278 (Forcible Seizure of Power), but all these charges are based only on the very fact of the operation of the Hizb ut-Tahrir cell, and not on some other activity.
Thus, for propaganda of one kind or another, under articles 280 and 282 of the Criminal Code, not aggravated by general criminal charges, 12 people are in prison; behind cemetery vandalism motivated by hatred - one person; for membership in different Muslim groups, according to Article 282-2 of the Criminal Code, also, in essence, nothing aggravated, another 20 people. Total - 33 people.
