The Nizhny Novgorod region adopted a law on filtering Internet content in schools

March 29, 2012 Legislative Assembly of the Nizhny Novgorod region adopted a law initiated by the Nizhny Novgorod regional prosecutor's office, which obliges all educational institutions of the region to install systems content filtering on school computers. Penalties are provided for the absence of such systems. MPs Legislative Assembly made appropriate changes to the regional Code of Administrative Offenses, establishing the amount of the fine: from 1 up to 2 thousand rubles - for citizens, from 3 to 5 thousand rubles - for officials, from 5 to 10 thousand rubles - for legal entities.

In our opinion, such additional legislative measures are unproductive: mandatory software embedded in March 2008 by Rosobrazovanie, which includes a program of content filtering access to the Internet, obviously does not cope with the task. TO Moreover, it is obvious that in principle it is impossible to make a filter that will provide protection from materials included in the official list of the Ministry of Justice, since many the materials in it cannot be identified.
