The arbitrariness of the police causes protests for everyone, without exception, but no one can cope with this problem yet.

In the Yegoryevsky district on April 4, employees of the Moscow Region Main Investigation Department of the Investigative Committee of the Russian Federation for the Moscow Region hold citizens complaining of the actions of employees of the Ministry of Internal Affairs. Yegoryevsky police were in the spotlight after a year ago a woman who was interrogated a year ago, putting on her gas mask with a closed valve. The suffocating detained testified that they demanded from her.

Three policemen from the Internal Affairs Directorate of the Moscow Region Yegoryevsk will soon appear before the court for tortured a 48-year-old woman. The Office of the IC of the Russian Federation for the Moscow Region recently completed an investigation into a criminal case against criminal investigators - Lieutenant Colonel Sergei Saenko, Major Alexander Perfiliev and Captain Roman Kuzin. From the detainee, they sought recognition in the murder of a civil husband. Referring to sources in law enforcement agencies, the Russian media have already reported that in 2006, Roman Kuzin was convicted immediately in four cases of exceeding authority. He was given four years conditionally and for two years was deprived of the right to work in the police. Then, having removed the criminal record, they again accepted to the service.

During the inspection of the office cabinets of the Yegoryevsky Internal Affairs Directorate, six gas masks were seized. A criminal case has been instituted under an article on excess of official powers using violence and special funds, the article provides for up to ten years in prison.

Investigators have not yet announced the details of the prosecution of the woman who was tortured by employees of the Internal Affairs Directorate - later she herself admitted what she was suspected of. Evidence of the guilt of the police was collected enough to send the case to the court, said Irina Gumennaya , the official representative of the Main Investigation Department of the RF IC of the Russian Federation in the Moscow Region. She said that the reception of citizens complaining of the violent actions of the police is held on April 4 in the premises of the investigation department in the city of Yegoryevsk from 10 a.m.

Recently, at an emergency meeting of the Commission of the Public Chamber on the safety of citizens' security, the idea of introducing the Politrikov police responsible for the moral education of subordinates was discussed. Doctor of Legal Sciences, the former head of the Russian bureau of Interpol Vladimir Ovchinsky believes that the political instructions will not change the situation:

- There is nothing to talk about, political instructions are all from a past life. The own security service should be created, which would not submit to the local police, but would be centralized vertically, reacted and transmitted information to the UK if there are facts of crimes. It is necessary to break the current system of own security in the Department of Internal Affairs. In the regions, this is a pocket structure under the chiefs, with regional ministers or chiefs of the main departments. And it is necessary that it be a ministerial structure. The main thing is that it does not support it itself, ”says Vladimir Ovchinsky.

After a series of complaints about the use of torture, Russian human rights organizations were proposed to create a special forces in the Investigative Committee to investigate criminal cases against police officers. The reason for the initiative was the resonant case of the death of a person after interrogation in the police department in Kazan.
