On April 25, 2012, the Judicial Collegium for Criminal Cases of the Supreme Court (SC) of the Russian Federation recognized as legal the decision of the Moscow Regional Court , which ordered the prosecutor's office to apologize to the leader of the "All-Russian People's Militia named after Minin and Pozharsky" (NOMP) Colonel of the Main Intelligence Directorate (GRU) in resignation to Vladimir Kvachkov for unfounded criminal prosecution on accusation of an attempt on the life of the former head of RAO "UES of Russia" Anatoly Chubais.
According to the decision of the collegium, the presentation of the prosecutor's office, which challenged the form of the apology, was left without satisfaction. Earlier, Kvachkov already received an apology, but, in his opinion, they not made according to the law. Namely, the articles of the Criminal Code of the Russian Federation were not listed, according to which it persecuted, and references to non-pecuniary damage.
