A bill to tighten liability for extremist symbols has been submitted to the State Duma

On April 27, 2012, the Government of the Russian Federation submitted to the State Duma of the Russian Federation a bill “On Amendments to Article 20.3 of the Code of the Russian Federation on Administrative Offenses and Article 1 of the Federal Law “On Combating Extremist Activities,” which provides for tougher liability for extremist symbols.

The bill developed by the Ministry of Internal Affairs of the Russian Federation proposes to add to Art. 20.3 of the Code of Administrative Offenses, amendments " providing for increased administrative liability (instead of fines from 500 to 1000 rubles, it is proposed to establish an administrative fine for citizens in the amount of 1000 to 2000 rubles, for officials - from 1000 to 4000 rubles and for legal entities - from 10,000 to 50,000 rubles) not only for propaganda and public display of Nazi paraphernalia or symbols, but also for public display of paraphernalia or symbols of extremist organizations ."

The bill also provides for the introduction of amendments to the law “On Combating Extremist Activities”, designed to define the concept of “symbols of an extremist organization.”

Let us remind you that we do not support this bill. We do not agree with the current wording of Art. 20.3 of the Administrative Code, since public display of Nazi paraphernalia or symbols is often not aimed at their propaganda. On May 28, 2012, the bill was discussed at a meeting of the Moscow City Duma Security Commission. The commission members gave him a positive review.
