
The Ministry of Economic Development has been determined by priority federal targeted programs: a third of all money allocated for them will go to the development of the defense industry, the space industry and the Far East. All socially significant programs - for healthcare, security, housing - will be reduced, and the terms of their implementation are shifted.
According to Izvestia , due to the crisis in 2009-2010, the authorities cut out the financing of federal targeted and targeted investment programs for 1.1 trillion rubles. Part of the programs was postponed for late, some stopped.
However, even after the departure from the crisis officer , officially announced by Prime Minister Vladimir Putin, it is impossible to compensate for underfunding, the Ministry of Economic Development is recognized.
In such a situation, the mayor decided to distinguish part of the priority federal target programs, the financing of which would not be cut. They will take 30% of the budget of all FCP. The list of 18 of the most important programs included the “development of the military-industrial complex for 2011-2020”, the space program and the development of cosmodromes, nuclear energy technology and the development of a nuclear weapons complex.
The list of “protected” also included programs for GLONASS, Avia and Marine Civil Engineering, military chemistry, anti-terror, as well as on new generation and disposal of weapons and military equipment of the nuclear complex. Retained funding and the base of the Black Sea Fleet.
Of the FCP understandable to the population, only two remained among the priority: the development of pharmaceuticals and medical industry, as well as the "economic and social development of the Far East and Transbaikalia until 2013." It was this region that has now switched the attention of the government - a new state corporation is being created for its development.
The North Caucasus (the South Russia program) was previously led by financial flows in the sad list of the Other Programs, the financing of which will be reduced. Chechnya and Ingushetia with their regional FCPs were also not included in the list of protected ones.
It was not in it and the Housing FTSP until 2015, the program for the social development of the village, the restoration of soil fertility, the development of the fisheries complex, the development of physical education, sports, and to combat socially significant diseases and the Russian language.
According to the independent macro economist Elena Matrosova, interest in the Far East is understandable: in Europe a crisis, and the Asia-Pacific region will in the near future will be the most promising and economically attractive. However, the list of priority programs did not include those that could support the domestic manufacturer as part of the WTO entry, which, according to the sailor, is extremely necessary.
In mid -April, Vladimir Putin criticized the low level of quality and effectiveness of the FCP: "Departments fight, fight for these finances on the FCP, it almost reaches a fight, and then, when in the middle of the year we begin to look at what is happening, there is no movement at all." The Ministry of Economic Development and the Ministry of Finance was instructed to conduct an inventory of all FCP until June 1 of this year. The Ministry of Finance has not yet submitted his proposals.
