Racism and xenophobia in Russia. Results of April 2012

In April 2012, from racist and neo-Nazi motivated attacks injured at least 15 people, one of them died (a native of Kyrgyzstan in Yekaterinburg). The attacks took place in Moscow (5 victims) and the region (2 victims), the Republic of Bashkortostan (7 victims) and the Sverdlovsk region (1 dead).

In total, 3 people died in 12 regions of Russia in the first four months of 2012 and at least 54 people were injured.

In April, there were at least 3 acts of vandalism that could be regarded as motivated by hatred or neo-Nazi ideological attitudes. In total, at least 14 such actions have taken place since the beginning of the year.

Note that the number of neo-Nazi incidents is traditionally increases around April 20 (A. Hitler's birthday). This year has not become exception. In addition to the emergence of neo-Nazi graffiti on the walls of houses and hanging banners with portraits of Hitler on football matches, this day in Nizhny Tagil was marked by a procession   groups of young people under imperial black-yellow-white flags and streamers with a swastika and the action "white car" in the electric trains Moscow-Tver, Moscow-Klin and Moscow-Konakovo.

In the public activities of the ultra-right in April, the most significant event was a campaign in defense of the leader of the League Defense of Moscow Daniil Konstantinov, who is accused of domestic murder. Single pickets are held daily near the Moscow Investigative Committee in his support with the participation of members of the Moscow Defense League, "Russians", ROD and "Russian Runs".

At least 2 convictions were handed down in April on cases of racist violence in which the motive of hatred is taken into account: in Moscow and the Irkutsk areas. In total, 12 people were convicted in these trials (including 10 people were sentenced to various terms of imprisonment, 1 person received a suspended sentence term, 1 to life imprisonment). One of the sentences completed an important group process - in the case of the neo-Nazi group "Autonomous combat terrorist organization (ABTO).

Separately, it is worth noting the sentence to Yuri Tikhomirov for murder anti-fascist Ilya Japaridze in the summer of 2009. Initially to Tikhomirov was charged under s. "w" and "l" Part 2 Art. 105 of the Criminal Code of the Russian Federation (murder committed by a group of persons upon prior conspiracy motivated by hatred and enmity against any social group), but later the case was reclassified to Part 4 of Art. 111 of the Criminal Code of the Russian Federation. Unfortunately we we cannot yet say whether the motive of hatred remained in the verdict.

In total, since the beginning of the year, at least 5 convictions have been issued for racist violence, in which the motive of hatred is taken into account, against 17 people in Moscow, St. Petersburg and the Irkutsk region.

For xenophobic propaganda in April 2012, 9 sentences were passed - in Moscow, Arkhangelsk, Kaluga, Kirov, Kostroma, Sakhalin, Sverdlovsk and Chelyabinsk regions. 10 were convicted Human.

Since the beginning of the year, there have been 25 cases of xenophobic propaganda sentences in 22 regions, in which 33 people were convicted.

In April 2011, there was one conviction for xenophobic vandalism: In Orenburg, a vocational school student received one year of compulsory work for xenophobic graffiti on the walls of residential buildings.

In April, the Federal List of Extremist Materials was updated 6 times (4, 19, 23, 25, 26 and 27 April). It included paragraphs. 1123-1157. The list was supplemented by xenophobic videos, including the video "Skins cut the chock" (another, more well-known name - "Execution of the Tajik and Dag"), xenophobic poems, brochures and leaflets, an article about the "Aryan civilization" from the racist portal "Society "White Traditions"", materials of Ukrainian nationalists and modern Ukrainian historians on Ukrainian, materials from Islamic sites.
