On May 7, 2012, President of the Russian Federation Vladimir Putin signed the Decree “On Ensuring Interethnic Harmony.” On May 9, 2012, the decree came into force.
The Administration of the President of the Russian Federation together with the Government of the Russian Federation must:
"a) before June 1, 2012 – prepare proposals for the formation of a council for interethnic relations under the President of the Russian Federation;
b) before December 1, 2012 – develop and approve the Strategy of the state national policy of the Russian Federation.
The Government of the Russian Federation, together with state authorities of the constituent entities of the Russian Federation, must ensure:
a) until September 2012 – preparation of proposals, agreed with the Russian Academy of Sciences, interested public associations and religious organizations, on the formation of a list of books, including on the history, literature and culture of the peoples of the Russian Federation, recommended for schoolchildren to read independently (list of “100 books” ");
b) until November 2012:
developing a set of measures aimed at improving the work of government bodies of the Russian Federation to prevent interethnic conflicts, including the creation of effective mechanisms for their resolution and conducting systematic monitoring of the state of interethnic relations, as well as intensifying work to prevent manifestations of national and religious extremism and suppress the activities of organized criminal groups formed according to ethnic principles;
introduction of a mandatory exam in the Russian language, Russian history, fundamentals of legislation of the Russian Federation for migrant workers, with the exception of highly qualified specialists;
c) until December 2012 - preparation and submission in the prescribed manner of draft regulatory legal acts aimed at strengthening administrative and criminal liability for violation of the requirements of the migration legislation of the Russian Federation." On May 16, 2012, the Moscow Bureau for Human Rights issued its opinion on the adopted decree.
