Amendments to the law on rallies, tightening fines for violations of the rules for their holding, were adopted in the first reading in the State Duma on Tuesday and, apparently, will be adopted and approved by the president. PublicPost talked with the organizers and participants in the street promotions and found out what would now be with protests.

The adoption of the law will lead to a radicalization of protest, will strengthen the desire to come to rallies. The fact is that this law, first of all, is directed against civic activists of the passionate type, who are applicants and are responsible. I know these people, these are my comrades. They are not very afraid of such laws. As for citizens who come to marches and rallies, this law has nothing to do with them. If they do not throw Molotov cocktails or pieces of asphalt in the police, then they can calmly come to rallies. The law is not about them at all. The law on political activists - applicants, organizers. Those who walk will simply be angry.

They think that after these laws we will not hold a march and rally on June 12. They are deeply mistaken.

If the bill is accepted, this will lead to an increase in illegal protest. What are rallies for a democratic country for? So that people can peacefully express their protest. In the bill, people are not allowed to protest peacefully, it becomes dangerous. In addition, there is a risk that the police and courts will interpret your actions as illegal. The risk of participation in peaceful legal forms of protest increases sharply. Thus, it approaches the risk of protesting with illegal methods. This will lead to the underground movement. Those underground organizations that exist now will grow. There is a nationalist underground, there is a fundamentalist, Islamic ... They will receive additional resources - people will want to join them.

Another consequence of the adoption of the law: if people do not have a civilized exit for indignation, anger will begin. This anger, which cannot be expressed without risk in legal form, it will accumulate like steam in a boiler. This boiler will inevitably tear.

There is another side: the average salary - 25 thousand rubles - is 12 times less than the fine that is offered to pay. The minimum wage in some regions is about 4-5 thousand rubles, and many live with that kind of money. The fact that such incomparable amounts appear in the legislation indicates that our state is exploited. Our state is in the hands of the elite, which operates human resources. If citizens show discontent, the state will punish them with such methods. No normal person, if he is not an oligarch, can pay such a fine. So, they will describe the property, expel from the apartment. The amendment to the bill shows the essence of our authoritarian-oligarchic state-the oligarchs want to defend themselves from citizens.

On the one hand, general philosophical considerations make you believe that the real pressure of life will find a way: some forms of action that will bypass the obstacles will be born. On the other hand, it is obvious that the legal significance of cases under Article 20.2 (Code of Administrative Offenses) will be much more. Most of these cases are instituted to the rallies. Now for these cases, human rights defenders are not attracted, they do not appeal, more often - ignore. But at the price of the issue of almost 1 million rubles, each case will turn into a serious procedure, cases will go to the European Court of Human Rights. Attention to Russia will be great.

On the other hand, in the case of the appointment of large and mass events, in the case of fines, they will no longer be so massive. This will complicate small events if the organizers cannot collect such an amount for a fine.

Since it is not clear what a violation of law and order at rallies is, the judge can completely interpret the norms of behavior completely.

In short, I do not think that the introduction of the law can somehow radically affect public and public activity. The growth of protest, the very reasons that give this protest are much more important than some technical considerations related to police repression.

The law, apparently, will be accepted with the upper threshold for organizers of 300 thousand rubles. For this, they lifted the bar up to 1.5 million to create an illusion of relief. All this, of course, will weaken the protest in the form in which he is now taking place. The walks there, rallies, marches will come to naught. However, disagreements will not disappear. It all depends on how this law is interpreted. How the concept of a rally is determined in it and how further this definition will be put into practice. Literally in the last weeks we have seen several cases: a rather aggressive procession of fans who celebrate the victory of the Russian team is not considered a rally, and a quiet and quite peaceful L- AGER , wandering from one boulevard to another, is considered something extremely socially dangerous, requiring immediate force dispersal. On the other hand, there was a control walk of writers, and if this is not a demonstration, then what is it? This is one of the most massive demonstrations in recent years in Moscow, while it passed quietly, peacefully and without any excesses. So the problem is not only in the law itself, but also in the fact that its application is dictated by some political expediency or even some momentary random administrative circumstances. Naturally, people who go ahead with an open hare will have the biggest troubles, I mean Eduard Veniaminovich Limonov - a person who courageously for many years achieves the abolition of this normative regulation of unauthorized rallies, while relying literally on the text of the Constitution.

I believe that ordinary citizens are not afraid. It is clear to everyone who went to rallies in winter, as one of my colleagues on Facebook wrote yesterday: "A Duma chosen using mass falsifications adopts a law that actually prohibits rallies against mass falsifications." It is clear that this measure is not aimed at compliance with the law and order, not at protecting the interests of ordinary citizens, but to protect exclusively of their skins in today's interests. It will be treated accordingly.

We had no doubt that this law would be adopted. They always throw more than they want. This is a planned small decrease in giant fines, it was laid for them. Despite all the laws that they adopt there, there is a Constitution of Russia, which says that people can gather peacefully and without weapons anywhere in the city. It is obvious that an increase in fines is another way to combat growing general -civil protest. The authors of the bill, apparently, believe that huge fines for the organizers will “bless” the protest, and rather large for the participants will stop them from participation. But recent events show that for a massive substantive action, leaders do not always need. And we need a common goal and solidarity. Such repressions are a great opportunity to rally in the name of one goal. And this goal, obviously, is the overthrow of the cannibalist regime, led by Putin.

The authors of the amendments to the rallies law claim that the amount of fines corresponds to the amount existing in the legislation of Europe and the USA. However, our judicial system can not compare with foreign. Therefore, our fines will be European, and guarantees of the exercise of the right will remain the same - no. I think that in the case of the adoption of amendments, an unlimited All -Russian action may begin in defense of the rights and freedoms of man and citizen, the organizer of which is the people of the Russian Federation.

Since 2006, the movement of the Moscow gay-pride has been founded. And since then not a single event has been agreed. Despite the lack of approval, the organizers and participants still held their shares, while they were brought to administrative responsibility. In connection with the possible adoption of amendments that repeatedly increase fines for organizing and participating in unauthorized shares, in the event of an illegal prohibition of gay grades, we still intend to conduct them. Because so we attract attention to our problems. Once a year. The remaining 364 days belong to heterosexuals. I would really not want to pay a lot of money in the pocket of the Homofobsky state, but once the ECHR made a decision in our favor, so that the money spent on fines will still return to us, even after a while.

Of course, we do not feed the illusions that in a totalitarian state a piece of cake in the form of civil rights will be sold to us. Why would it be if the rights of all citizens are infringed!? Therefore, we will devote 1 day a year to our rights, and 364 days we will participate in the unlimited All -Russian action in defense of human and citizen rights and freedoms.
