On May 30, 2012, Prosecutor General Yuri Chaika spoke at a plenary meeting of the Federation Council with a Report on the state of law and order in the Russian Federation and work to strengthen them for 2011. As the Prosecutor General said, according to their data, “for the first time in the past five years, the number of crimes of this (extremist – ed .) nature has decreased . In 2011, 622 of them were registered (-5%).”

According to the SOVA Center, the number of convictions in cases of violence motivated by national and religious hatred and xenophobic propaganda actually grew steadily until 2011, and then began to decline. However, this fact indicates not so much an increase in the number of crimes, but rather the activation of law enforcement agencies, since, for example, the number of violent crimes, on the contrary, has been constantly decreasing since 2008 (for more details, see the section “Appendix.
